SECTION V
SCOPE OF SERVICES
ANNUAL CONTRACT TO PROVIDE AV SYSTEM MAINTENANCE SERVICES AT
THE GADSDEN COURTHOUSE
5.1 PURPOSE:
The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified and experienced audiovisual (AV) service providers to establish a comprehensive maintenance, service, and repair contract. The primary objective is to ensure the continuous operational readiness, reliability, and peak performance of the AV systems integrated throughout the Gadsden Courthouse. The Gadsden Courthouse is located at
400 W. Oglethorpe Avenue, Savannah, Georgia 31401.
For additional information concerning these specifications, please contact ONLY Ms.
Sabrina Tippett, Assistant Purchasing Director, by visiting the Purchasing portal:
https://chathamcountyga.bonfirehub.com/portal. Vendors are not to contact any County department directly.
5.2 PROJECT BACKGROUND:
The Gadsden Courthouse utilizes a sophisticated AV infrastructure designed to support critical judicial functions, including evidence presentation, digital court reporting, video conferencing, and public address systems. Given the sensitive nature of legal proceedings, downtime is not an option. It is imperative that the systems be maintained to always be in working order to ensure the smooth operation of court. The County requires a partner who understands the unique technical and security requirements of a judicial environment and can provide proactive support to minimize system failures.
5.3 SYSTEM SUMMARY:
The AV system consists of eight (8) 40U AV Cabinets; one (1) for the paging system, six
(6) that serve the twelve (12) courtrooms, and one (1) that serves the Jury Assembly
Room and the Multi-Purpose Room. The core of the AV network is a Crestron DM-XIO-
DIR-ENT and Cisco switches. The main Cisco switch is a C9500-48Y4C that is connected via fiber at 40G to Cisco 9300 switches in each of the seven (7) AV closets.
The AV network and paging networks are on separate Vlans. IP addressing information and equipment access credentials will be provided to the awarded proposer. For a complete list of components and plans, please refer to Exhibit A (AV As-Built Plans), and Exhibit B (Components List).
5.4 SCOPE OF SERVICES:
Chatham County is requesting a full parts and labor maintenance contract on the AV and paging systems. The typical service hours for maintenance coverage are 8:00 AM to 5:00
PM, Monday through Friday; however, very infrequently, court may last a few hours past that time. In the event of system failures that disrupt court operations, and it is determined that a component is bad, loaner equipment must be provided to return the system to operational status as quickly as possible. Proposer must list any current components of the system that have been discontinued and have been replaced by newer models. The selected vendor will have one (1) month to shadow the outgoing support vendor to better familiarize themselves with the system and to ensure they have all the proper credentials and access to the system.
The selected Proposer will be responsible for:
• Preventative Maintenance: Scheduled inspections and firmware updates to mitigate hardware fatigue and software vulnerabilities (two (2) per year).
• On-Site Repair: Rapid response troubleshooting and equipment replacement to minimize courtroom disruptions.
• Technical Support: Remote and on-site assistance for the AV systems.
• Emergency Service: Guaranteed response times for mission-critical system failures during active court sessions.

Response times are categorized by the impact on court operations. Timelines begin the moment a service ticket is logged with the AV vendor.
