About this file

This Request for Expressions of Interest (RFEI) No. 26-501/DL is issued by the Solid Waste Authority of Palm Beach County, Florida to identify qualified vendors for replacing the existing Private Branch Exchange (PBX) phone system with a modern, expandable, and fully integrated telecommunications solution. The AUTHORITY serves approximately 400 employees across seven sites throughout Palm Beach County and currently operates an Avaya Definity G3 system servicing 374 active stations. The procurement seeks comprehensive solutions encompassing telephone sets, blinking lamp fields (BLFs), conference phones, robust automatic call distribution (ACD) capabilities, voicemail integration with Office 365, mobility solutions for remote workers, system redundancy with disaster recovery capabilities, E911 functionality, and vendor support structures. The AUTHORITY requires proposals addressing specific features including Extension to Cellular (EC500) call sharing, Interactive Voice Response (IVR), call routing via caller ID integration, faxing capabilities, ACD reporting and analytics, and system scalability. Questions must be submitted by May 28, 2026, with the final addendum deadline of June 1, 2026, and proposals are due June 9, 2026 at 2:00 P.M. Eastern Time via the Bonfire platform. This RFEI is not a commitment to award a contract but rather a mechanism to identify qualified parties and establish a shortlist for potential future engagement through a formal Request for Proposals (RFP) process.

Proposers must submit pricing on a lump-sum basis for one-time implementation costs, annual recurring costs for licensing and support, and three-year and five-year total cost of ownership (TCO) calculations. The AUTHORITY has implemented an Economic Inclusion Policy requiring evaluation of Small Business Enterprise (SBE) participation plans, and responses must include acknowledgment of all general information requirements including non-collusion affidavits, drug-free workplace certifications, scrutinized companies list compliance, and human trafficking affidavits. Minimum qualifications require proposers to have five years of experience in providing phone system services with Florida licensing and key personnel possessing ten years of relevant experience with appropriate certifications. The evaluation committee will assess submissions based on completeness of required documentation, relevant qualifications, past project experience, organizational capacity, detailed technical methodology, estimated pricing, and SBE participation without the use of a formal scoring matrix. The Solid Waste Authority reserves extensive rights including the ability to modify the procurement schedule, reject all submissions, request additional information through written clarifications or interviews, and cancel the RFEI at its sole discretion. No subcontracting is permitted, and all proposers must comply with E-Verify employment eligibility verification and the Cone of Silence provisions restricting communications regarding the solicitation.

The AUTHORITY’s ultimate business goal for this project is to replace the existing phone system with a compatible, modern, expandable, upgradeable, fully integrated, and supported system.

2.2 BACKGROUND AND CURRENT SYSTEM

A. The existing PBX is an Avaya Definity G3 System Communication Manager (CM) 4 with IP Flexible Reach (IP Flex) converted to copper Primary Rate Interface (PRI)’s, servicing seven (7) sites located throughout Palm Beach County. The main site (which includes the Administration Building) consists of thirteen (13) buildings spread over 1,600 acres, connected by private fiber. The other six (6) sites are connected via AT&T Switched Ethernet (ASE), with one (1) site, Central County Transfer Station, housing our failover Disaster Recovery (DR) equipment. Central County’s failover system will automatically restore service to all sites if an equipment failure occurs at the Administration Building. A private cellular Wide Area Network (WAN) utilizing CradlePoint cellular routers adds failover resiliency against ASE WAN disruptions at the six (6) remote sites, maintaining telecommunications connectivity.

B. Cellular phone integration has become a critical part of day-to-day business. With Extension to Cellular (EC500) call sharing, our staff can be reached anywhere by dialing their extension or Direct Inward Dial (DID). Also, EC500 allows all personnel to continue receiving calls from the Automatic Call Distribution (ACD) system and service our clientele while telecommuting. Our ACD groups handle 46% of daily incoming calls. EC500 simplified the telecommuting process by using cell phones instead of desk phones.

C. The voicemail system is Avaya Aura Messaging, version 6.3 with a mirrored failover system located at the Central County site. All voicemail messages are duplicated and sent to the user’s email addresses using a Mutare voicemail platform. The voicemail is Session Initiation Protocol (SIP), which is integrated with an Audio Codes SIP gateway that hands off to a PRI port on the Avaya Definity. Voicemail includes the ability to send and receive faxes using the extension DID. All faxes received are converted into Portable Document Format (PDF), which are then delivered to users via email. Each user has a web interface to update their voicemail box without using the phone.

D. The ability to route inbound and outbound calls is critical. Using Vectoring, we can create an unlimited number of paths for a call, including using caller ID to dump harassment calls. Also, our Interactive Voice Response (IVR) is set up with holiday and daily schedules that automatically change routes and announcements based on the time and/or day. Also, using the Automatic Route Selection (ARS) and Automatic Alternate Routing (AAR) routing tables added the ability to point outbound calls to specific ports, leveraging the Comcast failover voice service (SIP to PRI) for international calls, and spoofing extensions when using EC500.

E. With the combination of EC500 and the ARS routing table, we can send extension caller IDs to the EC500 user’s cell phone over our failover voice provider, which does not restrict Caller ID digits.

2.3 CALL STATISTICS

The average monthly number of inbound calls is 9,500 of which 70% are captured by the ACD group.

The average trunk ports in use never exceed eight (8) simultaneous calls. Outbound calls average about 7,200 per month, of which 1,000 are for burglar alarm systems using analog ports.
