This document provides information on a forthcoming indefinite delivery indefinite quantity (IDIQ) contract opportunity with the Research and Engineering Technical Services (RETS) IDIQ. The RETS IDIQ will be issued by the Washington Headquarters Services Acquisition Directorate on behalf of the Office of the Undersecretary of Defense for Research and Engineering. The scope of the IDIQ is to provide a range of research, development, test, and evaluation services to assist the Office of the Undersecretary of Defense for Research and Engineering in accomplishing its mission to foster technological dominance across the Department of Defense and ensure advantage for American warfighters. The Washington Headquarters Services Acquisition Directorate intends to establish a multiple award IDIQ upon which one task order will be awarded concurrently. It will establish a pool of at least two IDIQ awardees under NAICS code 541715 that are qualified small businesses.

RETS IDIQ Sample Problems
1. Sample Problem #1: Electronic Warfare and Modernization Areas - Identify how active capability developments in the multiple forms of Electronic Warfare (EW) - offensive and defensive, active and passive - enable other modernization areas such as hypersonics, autonomy, and artificial intelligence.
Include what emerging capabilities in microelectronics are required to advance each form of EW. Define the key ways in which to measure successful enabling and modernization.
2. Sample Problem #2: Modernization Areas for Leap Ahead Capability - Identify how each modernization area directly impact strategically and tactically significant changes to operations for the defined 2028 mission areas.
3. Sample Problem #3: FNC3 Modernization Area - Identify how command, control, communications and networking capability (available systems, each with bandwidth, latency and resilience properties) enable different (simultaneous) missions such as Nuclear Command, Control & Communications, Electronic Warfare, Time Sensitive Targeting and Fires Support Next for the defined 2028 mission areas.
4. Sample Problem #4: Independent Technical Reviews (R&E Enterprise) - Identify what the quality (research quality, impact, outcomes, etc.) of the Department’s Research and Engineering Enterprise consisting of the In-house laboratories, Federally Funded Research and Development Centers, and University Affiliated Research Centers. Describe how they are aligned to address the Department’s challenges in modernization.
5. Sample Problem #5: S&T Roadmaps - Describe how the S&T Communities of Interest (COIs) summarize and track the Department’s progress towards dominance for the modernization areas. Identify what emerging capabilities are needed within the 17 S&T COIs, what the key metrics and measures are to enable dominance in the S&T COI areas.
