About this file

This document is a policy document from the Harris County Engineering Department, dated December 6, 2005, detailing the policy for payment of material on hand for county construction and engineering projects. The policy provides guidelines for contractors to request compensation for nonperishable materials that have been delivered to work locations or acceptable storage places but have not yet been incorporated into the work. Eligible materials include items such as concrete traffic barriers, precast concrete box culverts, concrete piping, steel girders, and other substantial construction materials that have been sampled, tested, approved, and are ready for incorporation into the project.

The policy establishes specific requirements for requesting payment, including that materials must have an individual or collective invoice cost of at least $1,000, and payment will not exceed the actual cost as established by invoices. For multiple work order contracts, payment will only be made for materials authorized by the work order or with written engineer approval. The document also outlines that payment does not constitute material acceptance, and materials which do not have a paid invoice within 60 days will be ineligible for payment. Contractors must submit monthly material on hand forms until the total value reaches zero, and by submitting a request, they authorize the Harris County Engineering Department to audit their records and perform process reviews.
