About this file
This document is an Exhibit B Tenant Space Configuration specification for the Illinois Department of Innovation and Technology (CMS) on behalf of the Department of Children and Family Services (DCFS) for a proposed office facility lease in Jacksonville, Morgan County, Illinois (Project Reference L6941). The RFI seeks 11,385 square feet of general office space to accommodate 44 employees across seven business units: Child Protection, Permanency, Licensing, Quality Assurance, Administrative Services, Clinical & Education, and Intact. The space configuration details specific requirements for 3,624 square feet of personnel space (including one medium office, seven standard offices, and 36 medium cubicles), 2,667 square feet of common office space (conference rooms, break room, reception area, and storage), 3,197 square feet of specialty spaces (file room, wiring closet, copy/mail room, wellness room, visitation and interview rooms, child placement area, restrooms, and guard desk), and 1,898 square feet of circulation, support, and flex space for mechanical, electrical, plumbing, and data infrastructure. The facility must be above-grade, preferably contiguous, with a minimum of six contiguous or proximate paved parking spaces including one ADA-accessible space.
The specification document establishes comprehensive performance and spatial guidelines incorporating Illinois Building Program Standards as the baseline for tenant improvements and construction quality. Data infrastructure requirements mandate Category 5e or Category 6 cabling in compliance with IEEE standards and Department of Innovation and Technology (DoIT) specifications, with minimum 2 data runs to each station and dedicated secure closets for network hardware. Specialty requirements include 50 foot-candle minimum lighting in office and public areas (20 foot-candle in storage and mechanical spaces), comprehensive electrical outlet provisions for each space type, ADA accessibility compliance throughout, HVAC zoning in the large conference room, soundproofing in visitation and observation rooms with one-way reflective glass, and a Hirsch keyless/access control system for secure areas including the child placement area and file room. The State reserves sole discretion to evaluate responses and determine whether proposed properties meet the guidelines, with exceptions requiring State approval. The specification was prepared by Space Planner D. Hernandez on October 28, 2025, and updated February 25, 2026.
