AST Safety Engineering Support Labor Category Description Screening Information Request SIR No. 693KA9-25-R-00011
C.3 LABOR CATEGORY AND SKILL DESCRIPTIONS
Technical support will be obtained by placing task orders under this Contract for the efforts of personnel described in the categories below. The personnel proposed for these labor categories must meet the criteria set forth below.
Project/Program Manager: The individual must have an education in and experience with managing technical personnel engaged in the investigation and development of policy, guidance, processes, tools, and technical analyses for the aerospace industry. This position ensures the effective and efficient approach and performance of work assignments. This position requires a Bachelor’s degree in engineering, mathematics, or science, and ten years industry experience in managing technical personnel engaged in the investigation and development of policy, guidance, processes, tools, and technical analyses for the aerospace industry, which includes responsibility for end-product quality, customer reporting, and the establishment and implementation of associated schedules and budgets.
Technical Subject Expert *: The individual must have an education in and experience with a technical field that makes them uniquely qualified to lead or perform an assigned task, which is typically in a specialized area of the industry. This position provides effective and efficient approaches and performance of work assignments, by virtue of specialized knowledge and/or experience. This position requires one of the following three combinations of education and experience: 1) a Bachelor’s degree in engineering, mathematics, science, or a field related to the particular assignment and a minimum of fifteen years of experience in an industry relevant to the IDIQ statement of work; 2) a Master’s degree in engineering, mathematics, science, or a field related to the particular assignment and a minimum of thirteen years of experience in an industry relevant to the statement of work; or 3) a Ph.D. in engineering, mathematics, science, or a field related to the particular assignment and a minimum of ten years of experience in an industry relevant to the statement of work.
Principal Engineer/Scientist *: The individual must have an education in and experience with leading and defining the approach and conduct of complex technical analyses, or development of technical processes. The individual must also have experience with reports and tools, in an effective and efficient manner, leading to technically sound end-products. This position requires one of the following three combinations of education and experience: 1) A Bachelor’s degree in engineering, mathematics, or science and a minimum of ten years of experience in the industry performing work relevant to the statement of work; 2) A Master’s degree in engineering, mathematics, or science and a minimum of eight years of experience in the industry performing work relevant to the statement of work; or 3) A Ph.D. in engineering, mathematics, or science and a minimum of five years of experience in industry performing work relevant to the Statement of Work.
Engineer/Analyst: The individual must have an education in and experience with contributing to the definition of approach and conduct of technical investigations, analyses, and the development of technical processes, reports, and tools. This position requires one of the following three combinations of education and experience: 1) A Bachelor’s degree in engineering, mathematics, or science, and a minimum of five years of engineering experience in a related industry; 2) A Master’s degree in engineering, mathematics, or science, and a minimum of three years of engineering experience in a related industry; or 3) A Ph.D. in engineering, mathematics, or science.
Associate Engineer/Analyst: The individual must have either education or experience that enables them to contribute to the conduct of technical investigations, analyses, and the development of technical processes, reports and tools. This position requires either 1) a Bachelor’s degree in engineering, mathematics, or science, or 2) a minimum of two years’ experience in a related industry.

Administrative Support: The individual must have at least one year of experience in the development, preparation, and delivery of draft copy and contract deliverables, utilizing computer resources, software, and electronic communications technologies. *A total of two persons serving in either the Technical Subject Expert or Principal Engineer/Scientist labor category are required to possess a Secret-level clearance throughout the duration of the Contract. This clearance is necessary in order to gain access to federal launch ranges or military launch operations at commercial ranges.
