About this file

This is a Scope of Work (SOW) document prepared by the State of Utah for a hydroacoustic fish population assessment project utilizing BioSonics DT-X Extreme monitoring technology. The project encompasses the procurement, installation, and deployment of a complete hydroacoustic system to support fisheries research and management activities. The deliverables include a fully operational DT-X Extreme hydroacoustic system with transducers, GPS integration capabilities, and analysis software that supports multiple frequencies and high-resolution data collection. The system will be deployed to conduct transect surveys, detect fish targets, estimate population density, and analyze spatial distribution patterns. The procurement schedule indicates a purchase order in April 2026, with a delivery deadline of June 1, 2026, and system deployment scheduled for summer 2026. The State of Utah has issued a Notice of Intent to Award a Contract Without Competition, asserting that circumstances make standard procurement impractical and that this award is in the best interest of the procurement unit.

The total project budget is $75,000, which includes equipment costs, shipping, and setup expenses. The system must be fully operational upon delivery, capable of collecting acoustic data, integrating GPS information, and supporting data processing through proprietary fisheries assessment and GIS integration software. Acceptance criteria require that the delivered system meets operational standards for acoustic data collection and GPS integration. The project aims to provide non-lethal fish assessment capabilities to improve aquatic monitoring and support data-driven fisheries management decisions by state agencies.

Scope of Work (SOW) Hydroacoustic Fish Population Assessment Using the BioSonics DT-X Extreme

1. Project Overview The purpose of this project is to procure, install, and deploy a hydroacoustic monitoring system to support fisheries research and management activities. The system will be used to estimate fish abundance, distribution, and movement patterns in aquatic systems through hydroacoustic sampling techniques.

2. Objectives

• Acquire a complete DT-X Extreme hydroacoustic system

• Deploy system for fish population surveys

• Collect high-quality acoustic data

• Integrate acoustic data with GPS

• Analyze fish density, movement, and target strength

3. Scope of Work Procure and deploy a DT-X Extreme hydroacoustic system including transducers, GPS integration, and analysis software. The system must support multiple frequencies, high-resolution data collection, and remote operation capabilities.

4. Data Collection & Analysis The system will be used to conduct transect surveys, detect fish targets, estimate density, and analyze spatial distribution. Data will be processed using proprietary software for fisheries assessment and GIS integration.

5. Deliverables

• Fully operational hydroacoustic system

• Transducers and accessories

6. Budget Total Project Budget: $75,000 Includes equipment, shipping, and setup.

7. Schedule Purchase: April 2026 Delivery Deadline: June 1, 2026 Deployment: Summer 2026

8. Acceptance Criteria System is operational, collects acoustic data, integrates GPS, and supports data processing.

9. Project Benefits Provides non-lethal fish assessment, improves monitoring, and supports fisheries management decisions.
