About this file

This is a Heat Protection Safety Requirement Guidance document for Harris County Precinct 3's Invitation to Bid for High-Density Polyethylene Pipe (HDPE) and Related Items, with a contract term of one year beginning approximately February 1, 2026. The document establishes mandatory safety requirements that all vendors must acknowledge and agree to comply with upon bid submission. The guidance mandates that all contractors develop comprehensive project Safety Plans addressing weather-related worker protection, including provisions for extreme heat, cold weather, and other adverse conditions. At minimum, these plans must include measures to protect workers from heat-related and cold-related illnesses throughout project execution.

The document specifies that Prime Contractors must provide necessary accommodations to workers during extended periods of adverse weather conditions, as determined by project requirements. When temperatures reach or exceed 90 degrees (either actual temperature or heat index), contractors must develop a project-specific Heat Awareness Plan that includes acclimatization protocols, water provision, rest periods, and shade availability for workers. By signing the Bid Acknowledgement at submission, vendors formally agree to comply with these heat protection safety requirements, making adherence to these provisions a binding contractual obligation.
