About this file

This is an Addendum No. 1 to the bidding documents for the Wetmore Run Well Development project issued by the Galeton Borough Authority on July 6, 2026. The project encompasses three prime contracts: 2026-W1 (General/Mechanical), 2026-W2 (Waterline Replacement), and 2026-W3 (Electrical/Controls/Instrumentation). The work involves bringing two pre-drilled water wells online, installing interconnecting piping to existing treatment facilities, establishing new electrical service entrances with emergency generators, and upgrading existing treatment facilities for tie-in to the municipal potable water distribution system. The addendum revises contract documents, technical specifications, and project plans, including changes to bid forms, specification sections, and contract drawings. Notably, the quantity of Leak Detection Manholes was increased from 1 to 2 in the Waterline Replacement contract. Bidders must acknowledge receipt of this addendum within the PennBid system and on the Bid Form. Written inquiries must be submitted by 5:00 PM on July 17, 2026, with a final addendum to be issued no later than 5:00 PM on July 22, 2026. Bids are due by 2:00 PM on Tuesday, July 28, 2026, via either the PennBid system or hard copy delivery to 24 West Main Street, Galeton, PA 16922.

The addendum includes substantial revisions to measurement and payment criteria spanning 18 pages of specification section 01151, detailing unit prices, lump sum payments, and allowance items for each of the three contracts. Pricing is structured on a daily measurement basis for unit price items (LF, EA, CY, SY, HR), with mobilization/demobilization capped at 75 percent of total costs. Bid forms have been revised to reflect updated technical specifications and clarifications, including changes to electrical conduit requirements, power distribution panel specifications, and control system components. The project requires Pennsylvania Department of Labor compliance certifications addressing Unemployment Compensation, Workers' Compensation, and commonwealth labor laws, with bidders acknowledging non-compliance status verification. General Conditions payments cover administrative requirements, performance and payment bonds, maintenance bonds, CPM scheduling, field engineering, submittals, regulatory compliance, and contract closeout. Contingency allowances are established at $5,000 for the General/Mechanical contract, $20,000 for Waterline Replacement, and $5,000 for Electrical/Controls/Instrumentation, with overhead and profit markups not to exceed 15 percent on change work.

1.02 AUTHORITY

A. The ENGINEER will take all measurements and compute quantities accordingly.

B. Assist by providing necessary equipment, workers, and survey personnel as required.

1.03 UNIT QUANTITIES SPECIFIED

A. Quantities and measurements indicated on the Bid Form are for bidding and contract purposes only. Quantities and measurements supplied or placed in the Work, subject to maximum pay limits established in the project manual or shown on the drawings, and verified by the ENGINEER shall determine payment.

B. If the actual Work requires more or fewer quantities than those quantities indicated, provide the required quantities at the unit sum/prices contracted.

C. If any unit price in the bid schedule requires that the said unit price cover and be considered compensation for certain work or material essential to the item, this same work or material will not also be measured or paid for under any other pay item which may appear herein in the Specifications.

1.04 MEASUREMENT OF QUANTITIES

A. Measurement Devices:

1. Weigh Scales: Inspected, tested and certified by the applicable Project Area State Weights and Measures Department within the past year.

2. Platform Scales: Of sufficient size and capacity to accommodate the conveying vehicle.

3. Metering Devices: Inspected, tested and certified by the applicable Pennsylvania State department within the past year.

B. Measurement by Weight: Concrete reinforcing steel, rolled or formed steel or other metal shapes will be measured by handbook weights. Welded assemblies will be measured by handbook or scale weight.

C. Measurement by Volume: Measured by cubic dimension using mean length, width and height or thickness.

D. Measurement by Area: Measured by square dimension using mean length and width or radius. Measurement will be made to the nearest given square unit.

E. Linear Measurement: Measured by linear dimension, at the item centerline or mean chord.

Measurement will be made to the nearest given linear unit.

G. Lump Sum: Not measured. Indicates complete construction of the entire item of Work, as set forth in the Specifications or Drawings.

1.05 PAYMENT

A. Payment includes: Full compensation for all required labor, products, tools, equipment, plant, transportation, services and incidentals; erection, application or installation of an item of the Work; overhead and profit.

1. “Incidentals” are to be considered as an additional obligation to the other work required for the item(s). Incidental work is not payable directly but is to be considered included in the contract price for the item(s) of specified work.

2. All work not specifically identified as a separate bid item in Subsections 1.07, 1.08, and 1.09 below is “Incidental”.

B. Final payment for Work governed by unit prices will be made on the basis of the actual measurements and quantities, subject to the established pay limits, accepted by the ENGINEER multiplied by the unit sum/price for Work that is incorporated in or made necessary by the Work.

C. The term “Lump Sum” will mean complete payment for the Work described in the Contract, including all necessary fittings and accessories. Payment will be made based on the estimated percentage of the lump sum work item completed relative to the base lump sum price, until such time that the total work to be performed is complete, at which time the total lump sum price is payable and due.

1.06 DEFECT ASSESSMENT

A. Replace the Work, or portions of the Work, not conforming to specified requirements.

B. If, in the opinion of the ENGINEER, it is not practical to remove and replace the Work, the ENGINEER will direct one of the following remedies:
