About this file
This is a Scope of Services document from the Commission on Asian Pacific American Affairs (CAPAA) for a Lunar New Year educational programming contract for K-12 students in Washington State. The Request for Proposal (RFP) seeks vendors to develop comprehensive, web-based educational programs about Lunar New Year celebrations across different cultures, with a specific focus on Washington State. The programs must be designed for online access, including tablet devices, and include videos, interactive components, and teacher training materials. Vendors are required to create grade-specific curricula for K-12, with distinct programs for grade bands (K-5, 6-8, 9-12), and ensure alignment with Washington State social studies learning standards. The project timeline spans 12 months, with key milestones including program outlines at 3 months, content transcripts at 6 months, final product review at 9 months, and error corrections by 12 months after contract execution.
The contract requires vendors to have proven experience in developing K-12 and web-based educational programs, demonstrate knowledge of the Asian American community in Washington State, and be registered as a Washington State vendor. The programming must comprehensively educate students about Lunar New Year's history and cultural practices across different countries and ethnic groups, without stereotypes, and include resources like classroom celebration toolkits, cultural items, and adaptable materials for libraries, youth organizations, and workplaces. While specific pricing details are not provided in this document, the RFP indicates that additional services beyond the initial scope could be negotiated via contract amendment based on specified hourly rates. The project emphasizes cultural sensitivity, educational depth, and interactive learning about Lunar New Year celebrations.
