About this file
This is an Exhibit B - Method of Compensation document from the State of Florida Department of Transportation (FDOT) District 4 for the Districtwide Office of Modal Development Special Projects Communication & Outreach contract (RFP-27-4002-AN). The contract is structured as a Term Contract for Indefinite Quantity, whereby the selected vendor will provide services on an as-needed basis initiated through Letters of Authorization (LOAs) issued by the Project Manager. Services will be performed in accordance with the Scope of Services detailed in Exhibit A, with individual project work to be completed as directed by the Department. The contract term spans five fiscal years from July 1, 2026, through June 30, 2031.
The total budgetary ceiling for the contract is $1,500,000.00, distributed equally across five fiscal years at $300,000.00 per year (FY 2027-2031). Compensation is based on unit billing rates established in Exhibit C, with vendors required to submit monthly invoices in an electronic PDF format to a designated FDOT drop box following specific formatting requirements. All contract billing rates must include direct costs such as salaries, overhead, fringe benefits, labor, equipment, supplies, travel, and subcontractor costs. Allowable expenses beyond unit rates require submission of a minimum of two competitive quotes when practical, with written Department authorization prior to incurring costs. The Department reserves the right to adjust the budgetary ceiling by amendment and notes that contract execution does not guarantee work authorization. Vendors must be registered in Florida's MyFloridaMarketplace system, and services contracts require appropriate state business authorization and professional licensing as applicable.
