EVALUATION CRITERIA

PART 1 ‐ GENERAL INFORMATION

1.1This is a competitive Request for Quotes (RFQ) that represents the BEST VALUE to the Government conducted under FAR Parts 12, 13 and Part 15, based upon the Best Value continuum and utilizing Lowest Price Technically Acceptable source selection process.
1.2This document will not be a part of a subsequent award.

PART 2 – PRICE EVALUATION

2.1 Price proposals will be evaluated and ranked according to total price, from lowest to highest.

Note: Offers that are not technically acceptable cannot be selected, regardless of price.

2.2 This Request for Proposals includes option periods. The contracting officer shall evaluate all option periods contained in the solicitation, not to exceed 5 years.

NOTE: The Government will evaluate its option to extend services (FAR Clause 52.217-8) by adding 6 months of the offeror’s final option period price to the offeror’s total price.

2.3 Offerors submitting price proposals in response to this solicitation do so with the complete and full understanding that the Government reserves the right to publically announce the total contract award amount.

PART 3 – TECHNICAL EVALUATION

3.1 The Technical Proposal Evaluation consists of three (3) subfactors.

Offerors shall address the following subfactors in their narrative to include:

Management Plan:

Offers shall outline and describe their technical plan to provide the services outlined in the performance work statement, to ensure the offeror’s ability to meet the agency’s needs. Proposals shall describe the management and staffing plans and describe how they demonstrate the offeror’s approach for providing the resources necessary to maintain service quality levels, staffing levels, training, risk management, emergency response time.

Regulatory Compliance:

The Contractor shall demonstrate their ability to perform and provide the delivery of medical grade liquid bulk oxygen by supplying any/all documentation which supports their ability meet all applicable Federal and State agency rules and regulations (Federal and State), which would require that the contractor submitting an offer related to the associated solicitation possess/hold and maintain current/active licensure to provide medical grade liquid bulk oxygen in the state of Florida. This license must be in the name of the contractor submitting the offer in response to the solicitation. This licensure would adequately demonstrate their ability to perform and provide for delivery of all liquid bulk oxygen specifically required by the West Palm Beach VAMC in accordance with the Performance Work Statement and as specified in the price schedule.

Quality Control Plan:

Offers shall describe their techniques for maintaining quality control for their products.

The proposal shall describe the Offeror's approach for instituting and maintaining a capability to ensure the quality and integrity of services/products, including at least: (1) management and task controls to assure work will be completed as required; (2) contingency plans for identifying and correcting problems; (3) and steps that would be taken to assure timely delivery of quality products.

PART 4 – OFFER PREPARATION INFORMATION

The Department of Veterans Affairs (VA) utilizes the Electronic Contract Management System (eCMS) as the method of creating and storing contractual documents and contract files. All documents are scanned and digitally stored on this system as this is the official contract file. Paper copy contract files are no longer maintained by the VA. Offers in binders are routinely separated for scanning purposes resulting in this office having to dispose of vendor supplied binders. Subsequently, there is a large probability that vendor supplied binders will end up in the local landfill. The Contracting Officer prefers a more Earth friendly submission of price and technical offers from vendors.

Use of more earth friendly recyclable products for preparing price and technical proposals is highly encouraged. Please do not staple proposals together as staples cause scanner jamming issues.

4.1 Offerors shall follow the instructions contained herein to assure timely and equitable evaluation of proposals.

Offerors are required to meet all solicitation requirements, terms and conditions, representations and certifications and acknowledge receipt of all amendments to the solicitation. Failure to meet a requirement may result in an offer being ineligible for award and being considered non‐responsive.
