About this file

This is a narrative proposal template for the City of Long Beach's Classification & Compensation Program Development Consulting Services Request for Proposal. The template is designed to guide qualified professional firms in submitting comprehensive proposals for human resources consulting services. Proposers must provide organizational information, including company structure, federal tax identification, and authorized representative details. The proposal requires a detailed description of organizational qualifications and experience providing classification and compensation services, including length of time in business, employee count both nationally and in Long Beach, and staffing plans with key personnel names, titles, roles, and time allocation percentages. Proposers must also submit three professional references with company names, project managers, contact information, and project descriptions with dates.

The template addresses subcontractor information, requiring disclosure of any subcontractors and their qualifications, specific RFP requirements they will perform, and California Department of Industrial Relations registration status. A significant portion of the proposal focuses on methodology, requiring firms to describe their process for developing compensation philosophy with City stakeholders, data sources and statistical methods for comparator agency matching, and approaches to ensuring program templates and documents are modern, equitable, and legally defensible. The communications and reporting section requires detailed descriptions of tracking systems, quality control measures, internal oversight processes, communication protocols with the City and Human Resources Department, stakeholder coordination strategies, and payment verification procedures for any subcontractors utilized on the project.
