About this file

This document is a Sole Source Justification (SSJ) for a multi-year service contract with FujiFilm VisualSonics for a Vevo 3100 ultrasound system (ECN104287) for the Naval Medical Research Command (NMRC) in Silver Spring, MD. The contract requires an original equipment manufacturer (OEM) service plan that includes parts, labor, overtime, travel, and at least one preventative maintenance visit per year, with coverage specifically for MX transducers. The government retains the right to renew the contract annually at the same price for one option year, plus a second option year at a prorated price.

The justification emphasizes that only the OEM can perform maintenance without voiding warranties, and third-party service work is not recognized. The contract is being pursued under a brand name justification with statutory exceptions, as the instrument is highly specialized and proprietary. The Naval Medical Research Command will conduct a price analysis to ensure fair and reasonable costs, and while they currently have no plans to compete future contacts, they will assess competition if another potential source emerges. The contract is specifically to meet Navy Expeditionary Medical Research requirements.
