About this file

This is a Justification for Sole Source Procurement document submitted under Simplified Procedures (Micro-Purchase Threshold to Small Aggregate Threshold) for the Commander Navy Reserve Forces Command (CNRFC).

The procurement involves two (2) IT equipment credenzas from KSI Professional, LLC (CAGE Code 3C673) required to replace inventory borrowed from Naval Forces Central Command (NAVCENT). The estimated cost and delivery date are redacted, though delivery is expected within 45 days of contract award. The credenzas are classified as direct replacement parts for existing equipment that must house video-teleconferencing (VTC) equipment in CNRFC's N4 Directorate executive conference room. The original credenzas were repurposed from a NAVCENT installation, and CNRFC is operationally obligated to return identical units to NAVCENT prior to an upcoming NAVCENT project. The specific manufacturer make and model are strictly necessary to prevent physical incompatibility, equipment damage, or network downtime, as the credenzas must accommodate existing IT infrastructure with precise dimensional, rack unit, cable management, and ventilation requirements. Market research by both the requiring activity and contracting office determined no other vendors can meet the critical compatibility and timeline requirements, and alternative products would negatively impact mission accomplishment. This is identified as a one-time buy with no anticipated future purchases once the replacement is completed.

Other information to support a sole source action:

Due to the urgent, sole source nature of the acquisition, market research revealed that no other vendors can meet critical compatibility and timeline requirements.

Both the requiring activity and contracting office have conducted market research in an attempt to identify additional products that meet the Government’s minimum requirement and can seamlessly integrate into the existing infrastructure. It is determined other products would not support, and cannot be modified to support, a seamless integration into the installation’s current infrastructure. The implementation of applications from other manufacturers would have a negative impact on mission accomplishment. At this time, only products provided by KSI Professional, LLC meet the Government's needs.

This action will be a one-time buy, as CNRFC will not need to purchase any additional units in the near future once this item is replaced.
