PERFORMANCE WORK STATEMENT (PWS)
TALLEYRAND EMERGENCY BERTHING OF A U.S. NAVAL SHIP
Commander Navy Region Southeast (CNRSE)
Customer: HARBOR OPERATIONS, NAVAL STATION MAYPORT FL
Contact: HARBOR OPERATIONS, NAVAL STATION MAYPORT FL
Scope: This performance work statement provides for EMERGENCY BERTHING of a U.S. NAVY SHIP at the Talleyrand/Jacksonville Port during emergency berthing for the Commander Navy Region Southeast (CNRSE) at the Jacksonville Port Authority (JAXPORT)
OVERVIEW
General Background: The National Oceanic and Atmospheric Administration's National Weather Service (NWS) provides advanced warnings of tropical storms and hurricanes. A "Hurricane Watch" is issued whenever a hurricane becomes a threat to coastal areas. A "Hurricane Warning" is issued when hurricane winds of 64 miles per hour or higher, or a condition of dangerously high water and very rough seas are expected in a specific coastal area within 35 hours. JAXPORT's terminal facilities and Naval Station Mayport are NOT considered tropical storm and hurricane havens because surrounding low topography does not provide an adequate windbreak. To provide some sheltering from the southerly and southeasterly winds, the JAXPORT's Talleyrand marine Terminal Wharf (TMT) could be utilized by the Navy to provide shelter from tropical storm and hurricane force winds.
The National Oceanic and Atmospheric Administration's National Weather Service (NWS) provides advanced warning of tropical storms and hurricanes.
Purpose: Due to the potential impact of named tropical storms and hurricanes, it is necessary to develop a contingency plan to dock U.S. Navy ships disabled during scheduled maintenance availabilities at Naval Station Mayport. Due to limited facilities in the Mayport / Jacksonville, FL area, if a disabled Naval Vessel is caught in port with a tropical storm or a hurricane approaching, the only facility identified by the Navy as an alternative berth space is JAXPORT TMT. During the past 17 years, this type of contingency plan has been agreed to and implemented by the Navy and JAXPORT 48-72 hours prior to projected landfall of tropical storms and/or hurricanes.
1. AUTHORITIES: TROPICAL STORM AND HURRICANE CONDITIONS ARE BASED ON
PREDICTIONS BY THE NWS AND UNITED STATES COAST GUARD (USCG) AT THE FOLLOWING
LEVELS:
a. Condition Five: A condition automatically set annually on I June which marks the beginning of Tropical Storm and Hurricane Season. USCG Condition Four: A condition automatically set annually on 1 June which marks the beginning of the Tropical Storm and Hurricane Season.
b. Condition Four: "ALERT". A heightened condition in which threatening winds sustaining 60 knots arc possible within 72 hours. USCG Condition Whiskey: Alert A heightened condition in which threatening winds sustaining 60 knots are possible within 72 hours.
c. Condition Three: "READINESS" or "WATCH". The condition in which threatening winds are possible within 48 hours. USCG Condition X-ray: Readiness or Watch: The condition in which threatening winds are possible within 48 hours.
d. Condition Two: Destructive winds are anticipated within 24 hours. USCG Condition Yankee:
Destructive winds are anticipated within 24 hours.
e. Condition One: Destructive winds are anticipated within 12 hours. USCG Condition Zulu:
Destructive winds are anticipated within 12 hours.
2. NAVAL VESSEL PROVIDED EMERGENCY DOCKINGS: Naval vessels will be assigned as per enclosure (1), with a maximum of one vessel for a total of 600 linear feet. Upon arrival of Naval vessel, authorized Navy and JAXPORT personnel will inspect bollards, fenders, curbs, and general conditions of the dock using the Pre / Post Hurricane Berth Inspection Form, enclosure (2).
DOCKAGE FEES: Provision of tropical storm and hurricane berthing by JAXPORT is contingent upon the Navy making timely payment of appropriate "Emergency Berthing Fees" to JAXPORT
3. DAMAGE CLAIMS PROCEDURES: All claims involving the United States will be processed in accordance with reference (e).
4. POST TROPICAL STORM / HURRICANE:
a. The Navy and JAXPORT management shall survey the berth in order to determine whether any damage occurred during the storm. Any damages or discrepancies will be noted on the Pre /
Post Hurricane Berth Inspection Form, enclosure (2). JAXPORT shall be notified by the Navy of any conditions that pose an actual or potential threat to life, property, or the environment.
b. The Navy will make every effort, including finding alternative dockage within the Jacksonville area, nesting ships and anchoring ships in the Saint Johns River, to vacate JAXPORT berths in a timely manner when the Captain of the Port (COTP) declares the port open to vessel traffic. This will allow JAXPORT Authorities fill commercial use of their facilities even if berths within the Mayport Naval Basin are not available.
5. THE NAVY AND JAXPORT AGREE ON THE TIMES FOR OPEN EMERGENCY BERTHS AS
FOLLOWS:
a. When Hurricane Condition Four (NWS) or Condition Whiskey (USCG) is declared. Naval Station Mayport Port Operations and JAXPORT will coordinate acceptance of Naval vessels based on the berthing plan in enclosure (1) subject to availability of berthing;
b. Commercial vessel traffic has priority to finish vessel loading and discharge prior to Hurricane Condition Two (NWS) or Condition Yankee (USCG) being set; and
c. When Hurricane Condition Two (NWS) or Condition Yankee (USCG) is declared, all ship-to-shore work will stop (within six hours of condition Zulu) and commercial traffic shall depart when ordered by the COTP.
6. RESPONSIBILITIES OF THE PARTIES:
a. JAXPORT Management will:

JAXPORT is not responsible for security or protection of personnel and equipment aboard Navy vessels docked at the TMT.
