Justification for Sole Source Award

This document is a Justification for Sole Source procurement under FAR 52.217-8 for Communication Construction Services Inc. (CCS), requesting authorization to procure services on a non-competitive basis for Purchase Request/Document Number N319726RCNL020.

Contractor and Scope of Work:

The sole source contractor is Communication Construction Services Inc., located at 4400 PGA Boulevard, Suite 200, Palm Beach Gardens, FL 33410, with primary contact Edwin Moore (561-775-1208). The contractor's CAGE Code is 1MZH3. The Naval Leadership and Ethics Center (NLEC) at Naval Station Newport requires implementation of the NAVSUP Wireless Network (NWN) in Building 440. The scope includes performing a pre-placement AP survey with heat mapping to support Wi-Fi 6E standards; installing 32 Cisco 9176i series access points; installing hardware to support 3 interconnect distribution frames (fiber patch panels, fiber patch cables, copper patch panels, copper patch cables, switches, UPS, wall racks); installing 64 lines of Cat6 cabling; installing 32 two-port surface mount boxes; and installing and terminating in-building single-mode fiber and patch cables with validation and reporting of cable continuities. The base period of performance is 12 months, running from September 28, 2026, through September 27, 2027. The estimated price for the one-year firm fixed price contract is redacted.

Justification for Sole Source:

Competition is precluded based on compatibility requirements with existing systems. CCS is the incumbent contractor that originally installed the NWN infrastructure across multiple buildings at Naval Station Newport and maintains all wireless networks on the base. The justification emphasizes that CCS possesses specialized expertise with the NAVSUP network, detailed knowledge of existing building configurations and operational requirements, and familiarity with DoD cybersecurity compliance and Navy enterprise infrastructure integration. Transitioning to a new contractor would risk configuration errors, service disruptions, and delays associated with system transition. The document confirms that no substitutes are available and that the supplies and services must be compatible in all aspects—form, fit, and function—with the existing wireless network infrastructure already installed and managed by CCS.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

NAVSUP Wireless Network (NWN) internet services are required to support the command’s day-to-day operations and mission essential functions. NWN provides secure, reliable, and centrally managed network connectivity that enables personnel to access DoD-approved information’s systems, enterprise applications, email, training platforms, collaboration tools , and mission critical web based resources. The network is configured to meet the Department of Defense cybersecurity requirement and integrates with existing Navy enterprise infrastructure, ensuing compliance with Navy and

DoD information policies.

Communication Construction Services is the company that installed this specific NWN on NAVSTA NWPT in multiple buildings. CCS installs and maintains all the wireless networks on NAVSTA NWPT. As the incumbent provider, the contractor possesses detailed knowledge of the existing building and base, configuration, equipment, and operational requirements. Utilizing CCS will ensure compatibility with the existing wireless network infrastructure while minimizing the risk of configuration errors, service disruptions, and potential delays associated with transitioning the system to a new contractor. A new contractor would be required to familiarize itself with the existing infrastructure and potentially expend additional time and resources to assess and understand the current configuration.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The services and supplies provided under this contract are uniquely suited to Communication Construction

Services (CCS) due to their specialized expertise with the NAVSUP network, compatibility requirements, operational capabilities, and installations in accordance with Enterprise settings, as recommended by the Naval

Station Newport staff. CCS is the company that contracted the initial NAVSUP wireless network installation in several buildings which will be extended to this building 440. CCS possesses the necessary experience and familiarity with the specific technical requirements for installation of the network within a government building.

CCS installed and managed all wireless networks on Naval Station Newport, including the wireless networks in the portions of building 440 that NLEC does not own.

☐ A patent, copyright or proprietary data limits competition.
