Preservation Assessment Trieste II (DSV-1)

Performance Work Statement The U.S. Naval Undersea Museum in Keyport, WA seeks a preservation assessment of its historic submersible Trieste II (DSV-1). Trieste II is 78.6’ long, 12.25’ wide, 26.9’ tall and

190,000 lbs. The vehicle was used by the Navy from 1968 through the early 1980s, and arrived at the museum in August 1988. Due to its long-term outdoor display, there has been degradation and corrosion of its structure. In order to plan for its restoration, museum staff are seeking an in-depth assessment of its condition and a preservation recommendation report.

The vendor may conduct an onsite visit to determine the scope and approach of the project. The collections manager at the U.S. Naval Undersea Museum must approve all materials and processes being used. The vender will not remove from or cut into the structures in any way and will not open any internal compartments that may cause damage to the vehicle (such as, compartments that would not be able to be closed).

The museum will provide an articulating man lift and operator, but the vendor is responsible for any other supplies needed to complete this project, including for arranging a certified marine chemist to certify the internal components as gas-free. The vender is responsible for the cleanup and removal of all materials and waste from the site. Vender is responsible for utilizing proper methods and equipment on the submersible.

Requirements:

a) Vendor will open access tank and pressure sphere and certify internal components as gas-free and safe for access.

b) Vendor will assess the structural and material condition of the vehicle, external and internal, as access is possible and will not cause further damage to the vehicle.

c) Vendor will have a fall safety plan in place.

d) While hatch is open, vendor will provide safe access to pressure sphere for museum collections manager.

e) Vendor will remove all worksite materials, structures, and debris from the worksite.

f) Finally, the vender will provide the museum with a report of long-term preservation recommendations for the vehicle, including photographs.

Period of performance for the contract: 10 days.

Start date: The museum will be available to the vendor three weeks after purchase order award.

Desired delivery date: Completion of report is desired by 30 October 2022.

Vendor qualifications: The successful vendor should have experience working with marine vessels and knowledge of historic submersibles. Vender must have all required certifications for gas-free testing.

Work Site:

1. Main Parking Lot of the U.S. Naval Undersea Museum, Keyport, WA.

2. Vender may work Monday-Friday, 7:30 am to 4:00 pm unless other times are arranged.

Delivery location:

1. U.S. Naval Undersea Museum, 1 Garnett Way, Keyport, Washington 98345.

Government-furnished equipment: The Government will provide a man lift and licensed operator. Vendor will furnish all other equipment.

Travel expenses: Quote should include cost of any freight, rental, and travel expenses.

Inability to meet deadline: The vendor must notify the FISC contracting officer a minimum of two weeks in advance if it will not be able to meet the contract.

Evaluation standards:

Completed report with photos must be submitted to collections manager to document the preservation recommendations.

The vender must remove all worksite materials and debris from the worksite.
