About this file

This is a Justification for Sole Source Procurement under Simplified Procedures (MPT to ≤ SAT) for Navy recruiting and marketing services.

The Navy is procuring marketing, recruiting, and brand activation services exclusively from Atlantic Park Surf (Cage Code 16A28) for the period of June 1, 2026 through May 31, 2027. The procurement includes four onsite recruitment activations, a year-round Navy viewing deck with permanent branded space, booking email placements with Navy marketing integration, three high-traffic wall displays across the venue, an outdoor LED billboard with rotating video placements, eight promotional social media posts, and three major branded events: the First Responder Career Expo, CPR & Lifeguard training certification event, and Navy Warrior Challenge. All marketing materials, props, displays, and event signage are provided by the Navy. The justification argues that Atlantic Park Surf is the sole source capable of meeting requirements because it is the only vendor with access to the venue's proprietary assets, including the exclusive "Year-round Navy Viewing Deck," outdoor LED billboard, interior wall displays, and event hosting rights. The Navy asserts that no other local venue or advertising agency can provide equivalent category exclusivity or access to Atlantic Park's specific physical and digital assets. The contracting officer has determined that circumstances justifying a single source are reasonably available and that the contract action precludes full and open competition under FAR 12.102(a). The PSC code is R701 and the NAICS code is 541850. The document is marked as Source Selection Information per FAR 2.101 and 3.104.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

The U.S. Navy is committed to fostering strong community ties and developing future leaders. Atlantic Park Surf is a major new landmark, attracting a significant portion of Virginia Beach's estimated 19 million annual visitors in addition to a strong local following. The combination of a world-class surf park, a major concert venue, and extensive retail and dining ensure it will be a high-traffic hub year-round. The venue naturally attracts a physically fit, adventurous demographic that is highly aligned with the Navy's recruiting needs for its most challenging and rewarding career fields and has the potential to present a high-visibility platform to enhance public awareness and strengthen recruitment outcomes.

The Navy requires a large-scale, nationwide marketing and recruiting platform that provides sustained and meaningful engagement with a population demonstrating exceptional physical fitness, mental resilience, and a goal-oriented mindset. Atlantic Park Surf offers more than a simple event sponsorship; it is an investment to achieve near-total brand dominance at a premier destination in one of the most important Navy communities in the world. The package provides a powerful mix of permanent physical branding, targeted event ownership, and continuous digital outreach that would be difficult and likely more expensive to replicate through traditional advertising channels.

Market research confirms that while other local venues and advertising agencies exist, none can provide sponsorship rights to Atlantic Park's specific, intrinsic assets. These exclusive assets include the permanent "Year-round Navy Viewing Deck," a high-traffic outdoor LED billboard, multiple interior wall displays, and the exclusive right to host Navy-branded events such as the "Navy Warrior Challenge" and the First Responder Career Expo on its property.

Since no other vendor can sell access to or control over these proprietary assets and event rights, Atlantic Park is definitively the only source capable of satisfying the requirement. The cost of has been determined to be fair and reasonable, representing strong value when considering the market cost of the individual advertising assets, the production of multiple custom events, and the invaluable benefit of year-long category exclusivity.

Declining this partnership would significantly hinder Navy's talent acquisition efforts by forfeiting a uniquely target-rich environment. The park serves as a magnet for a concentrated, self-selecting talent pool of physically fit individuals who seek challenges, making it an ideal recruiting ground for demanding roles such as SEALs, SWCC, Divers, and Rescue Swimmers. Navy would face the direct loss of a high-quality lead generation machine; the "owned" events are specifically designed for data capture, and non-participation means losing thousands of contact points for pre-qualified candidates who have explicitly demonstrated interest. This loss is further amplified by the inability to leverage a year-round presence, as the Navy would miss the constant, passive brand reinforcement of a permanent recruiting station that engages with millions of annual visitors, a benefit far exceeding the impact of a transient weekend event.
