About this file

This is a Justification and Approval (J&A) document for the use of other than full and open competition for a brand name federal contract.

The Navy Munitions Command CONUS West Division Unit Seal Beach and NAVSUP FLC San Diego seeks approval for a firm fixed price contract to perform immediate emergency repair and major service of three Quincy QGD30 compressors. The requirement involves mechanical repair, restoration, and replacement of proprietary serialized components, specifically the Quincy Oil Cooler (Part Number 2013500377) and Quincy Controller (Part Number 2012102985), with an estimated completion time of 26 hours. These compressors provide mission-critical pneumatic power delivering 132.2 CFM at 125 PSI to the Phosphate facility required for Navy Mine refurbishment used in Fleet-wide exercises. The procurement request number is 1301384310, with a required delivery period of 07/10/2026 to 09/30/2026. The estimated dollar value is listed as $0.00, indicating the form was submitted with financial information withheld or redacted.

The justification for the single-source, brand name acquisition is based on the requirement for OEM proprietary parts to ensure safe asset restoration and operational integrity in the highly sensitive munitions environment. The document asserts that the Quincy QGD30 is uniquely qualified due to its proprietary AirLogic2 Microprocessor Controller with intelligent unload cycle, dual pressure set points, and online visualization capabilities, and that non-OEM parts would introduce unacceptable safety risks and compromise equipment warranties. The authority cited is 41 U.S.C. 1903 as implemented by FAR 13.106-1(b)(1)(ii) for brand name purchases not exceeding the simplified acquisition threshold.
