About this file
This is a Statement of Work (SOW) for comprehensive maintenance services on three Quincy QGD-30 air compressors located at Building 78/Mine Shop at Naval Weapons Station Seal Beach, California. The NMCPAC CWD Unit Seal Beach/Under Water Weapons Department requires diagnostic, preventative, and corrective maintenance to ensure continuous, safe, and efficient compressor operation in accordance with manufacturer specifications.
The contractor must perform an initial comprehensive diagnostic assessment to identify faults, worn components, leaks, and potential failure points. Preventative maintenance tasks include draining and replacing compressor oil and filters, replacing air intake filters and air/oil separator elements, inspecting and replacing drive belts/couplings, cleaning coolers, and verifying/calibrating all safety shutdowns and sensors in strict accordance with OEM guidelines. Upon diagnostic completion, the contractor shall submit a detailed corrective repairs and parts list to the Contracting Officer's Representative (COR) for approval prior to proceeding; all replacement parts must be OEM or OEM-approved equivalents. Following any maintenance or repair, the contractor must conduct a minimum two-hour continuous operational test witnessed by the COR, with acceptance contingent upon the compressor maintaining specified operating pressure and temperature without fault or interruption. The Period of Performance is 30 days from date of award. Work shall be performed at the specified Seal Beach location during normal government working hours (0730-1600, Monday-Friday, excluding Federal Holidays) unless authorized otherwise by the COR. The contractor is responsible for obtaining all necessary base access passes, badges, and security clearances. Two deliverables are required: a Diagnostic & Parts Report due within five days of inspection and a Post-Maintenance Report due within five business days of work completion, both submitted to the COR/TPOC. Key points of contact include Contracting Officer Doug Harold and COR Virlen Barrera.
