COMMAND PERFORMANCE WORK STATEMENT (PWS)
Navy Munitions Command Atlantic (NMCLANT) Detachment Oceana Security Camera System Replacement
LOCATION:
NMCLANT DET Oceana, Weapons Compound 211 10th St Building 2005 NAS Oceana Virginia Beach, VA 23460
NEED:
To procure and install a replacement security camera system to eliminate a redundant manned gate watch, reallocate critical personnel to core mission duties, and enhance the security and operational efficiency at the NMCLANT DET Oceana weapons compound.
1. INTRODUCTION
Navy Munitions Command Atlantic (NMCLANT) Detachment Oceana has identified an urgent and critical requirement for the replacement of the security camera system monitoring the primary entrance to our secure ordnance compound. The existing camera system is non-operational, creating significant operational inefficiency. The restoration of this surveillance capability is essential to maintaining the required level of security and maximizing the operational effectiveness of our personnel. This reallocation of manpower results in a significant loss of productivity, consuming hundreds of man-hours each week that should be dedicated to direct mission support for NAS Oceana's aviation squadrons, Carrier Air Wings, and other tenant commands. Essentially, our most critical assets are our skilled technicians, who are being underutilized in a role that can and should be automated.
2. BACKGROUND
At NMLCANT DET Oceana, our primary mission is to provide critical ordnance logistics and technical support to the aviation squadrons, Carrier Air Wings, and tenant commands at NAS Oceana. The security and efficiency of our operations are paramount. A crucial component of our security infrastructure is the camera system monitoring the restricted area at the entrance and exit. This system is not just for surveillance; it is essential for maintaining a precise, time-stamped record of every individual who enters and exits the facility. However, the current camera is inoperable, forcing us to implement a redundant, physical gate guard duty taking away from Fleet Ordnance Support (FOS). It consumes hundreds of valuable man-hours that should be dedicated to our core mission of ordnance management and support. Replacing the inoperable camera is a critical force multiplier. All communication and verification with visitors can be handled efficiently and securely from the central watch room in the main administration building (2005) in room 106, streamlining access control without compromising security.
3. REQUIREMENTS
The service provider shall provide all necessary supplies, materials, equipment, and labor to deliver and install a complete and fully functional security camera system. The contractor must be able to utilize the existing power source located at the old camera installation area. The scope of work includes the removal and disposal of the existing non-operable camera and the installation of the new system. This is a one-time purchase and installation; no recurring monthly maintenance fees are required.
3.1 PERFORMANCE REQUIREMENTS
32inch Monitor screen for 24/7 viewing.
8-12 MP fisheye, multi sensor or analog outdoor camera Vandal-Resistant Housing: Camera protection NDAA-Compliant IP Camera: Camera that is remotely operated and allows rotation and adjustment angles Network Video Recorder (NVR) or VMS Server with 4TB of stowage.
PoE Networking Gear: Power over Ethernet (PoE) Vandal-Resistant Housing: Camera protection Cables and Connectors Mounting Hardware: Specialized wall, ceiling, or pole mounts to ensure optimal viewing angles in sensitive areas Uninterruptible Power Supply (UPS): Battery backup system
4.0. PLACE OF PERFORMANCE
All services under this delivery order shall be performed at the main gate entrance of the NMCLANT DET Oceana weapons compound for camera installation and at Building 2005, Room 106 for monitoring station setup.
5.0. PERIOD OF PERFORMANCE AND/OR DELIVERY DATE
All installation services and system testing shall be completed within 30 calendar days of contract award. The requested completion date is no later than May 30, 2026.
