Since 1998, the Naval Academy has hosted a Centers of Influence (COI) Orientation Visit program, traditionally held three times a year in the summer, fall, and spring, for high school counselors, educators, community leaders, and representatives from organizations positioned to assist the Naval Academy reach qualified candidates. These influencers travel from across the nation, often from geographic regions with a large number of potential candidates that traditionally produce few, if any, applicants, spending two full days at the Naval Academy. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.

The Government reserves the right to award a FFP purchase order to other than the lowest priced quoter; award a FFP purchase order without communications; or award a FFP purchase order after communications, whichever is in the best interest of the Government.
Nothing in this provision limits the Contracting Officer’s discretion to rely on information available from other sources (e.g., past performance databases, discussions with other entities familiar with the quoter) or to use any other technique described FAR 9.1 when determining whether the quoter satisfies the FAR 9.104-1 general responsibility standards. Factor I will be evaluated on an Acceptable/Unacceptable basis on whether the item(s) quoted meets all of the minimum specifications identified in the solicitation. Failure to meet the minimum specifications will result in a rating of unacceptable.
Technical Rating Description Acceptable Quote meets all of the requirements of the solicitation and 52.212-1 Addendum.
Unacceptable Quote does not meet all of the requirement of the solicitation and 52.212-1 Addendum.
