Performance Work Statement Printing and Delivery of Academic Credentials
Academic Administration Naval Postgraduate School
1.0 Background/Introduction:
1.1 The Naval Postgraduate School (NPS) Office of the Registrar is responsible for production and delivery of university transcripts, diplomas, and certificates. Each academic quarter, four times annually, 400-500 students graduate totaling approximately 1,800 students annually. The Registrar provides each graduating student with a degree diploma, an academic certificate, or both. Some students earn multiple degree diplomas and several academic certificates. In addition, NPS students and alumni request additional transcripts or replacement diplomas and/or academic certificates for purposes of employment or application to other academic institutions.
2.0 Scope/Objective:
2.1 The Office of the Registrar seeks contractor support to print and deliver graduating students’ diplomas and/or academic certificates. As well as, provide online access to NPS students and alumni for ordering and delivery of both paper and digital transcripts, diplomas, and/or academic certificates on behalf of NPS.
2.2 Non-Personal Services and Inherently Governmental Functions:
2.2.1 Services rendered under this contract shall be non-personal in accordance with Federal Acquisition Regulation (FAR) 37.104. Contracted personnel are not subject, either by the contract’s terms or by manner or its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Contractor personnel rendering services under this contract shall be under the direct supervision and control of the contractor.
2.2.2 The contractor shall not perform inherently governmental functions as prescribed under FAR Subpart
7.5. Any performance objectives or other terms and conditions under this contract shall not be interpreted or implemented in any manner that may result in contractor personnel creating or modifying Federal policies, obligating funds of the government, or overseeing work of government employees or other contractor personnel.
3.0 Performance Requirements
3.1 Quarterly Printed and Digital Credentials (Graduation Diplomas, and Academic Certificates)
3.1.1 The contractor shall produce and deliver, based on NPS submitted list, digital and paper versions of the diplomas and/or academic certificates earned.
3.1.1.1 The contractor shall print and deliver diplomas on pre-approved high-quality acid-proof 65# paper bearing the NPS’ gold foil embossed seal.
3.1.1.1.1 The contractor shall include the signatures of the current NPS President and
Provost on all diplomas and academic certificates.
3.1.1.2 The contractor shall print and deliver academic certificates on pre-approved high-quality acid-proof 65# paper. NPS’ gold foil embossed seal is not required.
3.1.2 Within 3 business days of receipt of NPS’ submitted list the contractor shall provide the NPS Office of the Registrar a digital proof of each requested diploma(s) and/or academic certificate(s) for government approval prior to printing.
3.1.2.1 The contractor shall provide digital proofs in a ‘what-you-see-is-what-you-get’ format where contractor digitally presents credentials, as they will appear once printed.
3.1.3 The contractor shall print and ship diploma(s) and/or academic certificates to either domestic or international addresses provided by the NPS Office of the Registrar within 7-days from proof approval by Office of the Registrar.
3.1.3.1 Contractor shall ship diplomas and certificates using at a minimum 9x12 security envelope and a cardboard insert to help minimize damage to documents during transit.
3.1.3.2 For international delivery, the Contractor shall ship via FedEx.
3.1.3.3 Contractor shall provide wording on the outside of the envelope stating, “OFFICIAL
DOCUMENT FRAGILE – DO NOT FOLD”.
3.1.3.4 The contractor shall be responsible for up to one (1) replacement of diploma(s) and/or academic certificate(s), or on a case-by-case basis upon notice by the NPS Office of the Registrar, of lost or damaged enroute documents. Replacement shall be shipped within 7 business days of notification.
3.1.3.5 Unsuccessful deliveries shall be returned to NPS. Deliveries shall be made to the NPS
Warehouse.
3.1.3.5.1 The contractor shall identify Blanket Purchase Agreement (BPA) Number, and Order number on the package and/or packaging slip for ease of reference and processing.
3.1.3.5.2 Delivery Time and Location are as follows:

3.1.4 The contractor shall provide digital diplomas and certificates with embedded security controls that are tamperproof and sharable on social media sites such as Facebook, LinkedIn, Twitter, or other.
Applicable student e-mail addresses shall be obtained from the NPS Office of the Registrar for contractor submission.
3.1.5 The estimated annual printing and delivery requests for diplomas and academic certificates are as follows:

3.2 The contractor shall provide analytic reports of credential volume for any time-period and location where NPS students share diploma and/or academic certificates on social media sites such as Facebook, LinkedIn, Twitter, or other.
3.3 The contractor shall provide a quarterly (four times per year) wrap-up of all student requests to NPS TPOC.
4.0 Other Support
4.1 The contractor shall be able to provide tamper-proof digital and/or paper copies of official NPS transcripts, diplomas, and/or academic certificates to requesting NPS students and alumni.
4.1.1 The contractor shall be able to provide ordering students/alumni official paper or digital copies of their university transcripts, diplomas and/or academic certificates.
4.1.1.1 Paper transcripts shall be printed on pre-approved high-quality security paper (copy proof) and bear the government pre-approved signature of the current NPS University Registrar.
4.1.1.1.1 Copy-proof means any type of printing technique that results in the appearance of the words 'Photo Copy' or other similar marking upon the photo-static or scanned copy of the original.
4.1.1.1.2 Registrar’s signatures should be updated upon notification by NPS.
4.1.1.2 Diplomas shall be printed on pre-approved high-quality acid-proof 65# paper bearing the NPS’ gold foil embossed seal.
4.1.1.3 Academic certificates shall be printed on pre-approved high-quality acid-proof 65# paper.
NPS’ gold foil embossed seal is not required.
4.1.1.3.1 Signatures of the current NPS President and Provost should be included on all diplomas and academic certificates.
4.1.1.4 The contractor shall able to provide an online platform for students to request an official NPS document. Upon NPS approval, NPS will upload a copy of the official transcript, diploma and/or academic certificate to the contractor through the contractor’s online platform (e.g.
Docufide), for conversion to digital format and submission to requesting student.
4.1.1.5 Digital documents shall be exact replicas of the downloaded official documents.
4.1.1.5.1 The contractor shall be able to include certification of authenticity through password protected account access and ensure the digital format is tamper-proof.
4.1.1.6 The contractor shall be able to offer requester options for express or standard delivery of printed official document(s). For standard delivery, both domestic and international shipping shall be made available.
BPA Terms and Conditions
The following terms and conditions apply to this Blanket Purchase Agreement (BPA):
1) The contractor shall print and deliver graduating students’ diplomas and/or academic certificates when requested by Government Purchase Card (GPC) Holders of the Naval Postgraduate School (NPS). The BPA total aggregate amount shall not exceed $205,000.00. The BPA performance period shall not exceed five (5) years, beginning 19 September 2024 through 18 September 2029.
2) The Government is obligated only to the extent of authorized orders made by NPS GPC Holders under the BPA.
3) Individual orders made by NPS GPC Holders under this BPA shall not exceed the Micro-Purchase Threshold (MPT), currently $10,000.00, per order.
4) Authorized Users:
a. Individuals authorized to issue orders under section 3.1 of the PWS are as follows:
i. Naval Postgraduate School Government Purchase Card Holders.
b. Individuals authorized to negotiate, modify, and administrate the BPA.
i. NAVSUP FLC San Diego Regional Contracting Office.
5) Upon service completion, invoices shall be submitted in accordance with the payment instructions identified on individual orders. Authorized methods of payment for PWS section 3.1 include Wide Area Workflow (WAWF) and/or Government Purchase Card (GPC). Refer to DFAR clause 252.232-7006 for WAWF payment instructions. GPC payment information shall be obtained from NPS TPOC.
