About this file

This is a Justification for Brand Name procurement document (J&A #26-023) for a simplified procedures acquisition under the Micro-Purchase Threshold (MPT ≤ $5,000) submitted by Joint Base Pearl Harbor-Hickam through the NAVSUP 201A contracting office.

The procurement restricts competition to a single source: Miele Professional, the Original Equipment Manufacturer, for the supply of one Miele Model PLW 7111 Lab Glass Washer and associated components. The required equipment includes the core washing unit featuring an integrated water softener, steam condenser, and 3-color chamber lighting; one ProCare Lab 10 AP alkaline cleaning agent (5L); one ProCare Lab 30 C citric-acid-based neutralizing agent (5L); one Neodisher EM laboratory glassware cleaning component (5L); two APLW 106 baskets configured for injector modules; one height-adjustable APLW 107 basket; two AK 12/1 mesh basket inserts; two A300/3 injector modules with 8-nozzle capacity; two A301/5 injector modules with 18-nozzle capacity; one dispensing pump (RFK model); and Miele MOVE Connect software activation for data logging. The justification cites three primary reasons for single-source procurement: (1) Brand Name—the PLW 7111 is a direct like-for-like replacement for the existing Miele G7827 unit, with facility infrastructure and utility drops specifically configured for Miele's proprietary architecture; switching manufacturers would necessitate extensive re-plumbing, electrical rewiring, and physical modifications resulting in significant unnecessary costs ($5,000-$15,000) and extended laboratory downtime; (2) proprietary equipment and supply incompatibility—existing Miele injection baskets, pipette racks, and specialized inserts cannot be used with competitor equipment, and current ProCare Lab cleaning agents would become unusable; and (3) operational integrity—the laboratory conducts mandatory Department of Defense quality assurance and certification testing for aviation turbine fuels and naval distillate fuels requiring analytical-grade glassware entirely free from chemical, hydrocarbon, and particulate residues, achievable only through Miele's integrated "system provider" model combining hardware, proprietary chemistry, and validated workflows. The document indicates the Unusual and Compelling Urgency section was left incomplete, with blank fields for requirement identification date, required delivery date, and justification explanations.

Software & Connectivity: One (1) Miele MOVE Connect software activation (Mat No. 12804200) for machine and cycle performance data logging.

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

The laboratory conducts mandatory quality assurance and certification testing for Department of Defense capitalized fuel inventories (including aviation turbine fuels and naval distillate fuels). Testing protocols demand analytical-grade glassware entirely free from chemical, hydrocarbon, and particulate residues.

The proposed Miele Model PLW 7111 is a direct, like-for-like replacement of the currently installed Miele Model G7827 laboratory dishwasher, ensuring complete physical, operational, and utility compatibility. The laboratory’s physical space and utility drops—including demineralized/DI water feeds, hot/cold water supplies, drainage pipes, electrical connections, and Ethernet data-logging ports—were designed and pre-configured specifically to match Miele's unique architecture. Introducing a different manufacturer’s washing system would disrupt this layout, requiring complete facility reconfiguration, extensive re-plumbing, electrical rewiring, and physical modifications to existing cabinetry and exhaust drops. These facility changes would result in extended laboratory downtime and significant, unnecessary installation expenses.

Beyond physical infrastructure, procuring an alternate brand would trigger substantial, non-recoverable equipment and supply costs. Miele's specialized loading racks function as active water-conduit systems, engineered with proprietary dimensions that couple exclusively with the water-valves inside Miele wash chambers [source: 1]. Purchasing a non-Miele machine would make the laboratories entire on-hand inventory of Miele injection baskets, specialized pipette racks, and bottle inserts from the legacy G7827 unit completely incompatible. Replacing these specialized modular stainless-steel racks to match a different manufacturer's system would cost the government an additional $5,000 to $15,000 in redundant procurement expenses.

Furthermore, the laboratory currently holds a dedicated stock of specialized Miele cleaning agents and neutralizers. Transitioning to a competing brand would render these proprietary chemicals unusable, forcing an immediate write-off and waste of existing stock, while requiring new chemical safety reviews and procurement cycles. Finally, introducing a new brand would demand extensive cycle re-validation trials, cross-contamination studies, and standard operating procedure (SOP) revisions. These mandatory quality assurance procedures would pull critical laboratory personnel away from operational testing, directly impacting the fuel mission.

A new Miele Model PLW 7111 is not only cost savings to the government, it ensures continuity of testing of aviation turbine fuels, naval distillates, and specialized lubricants. Any shortfall introduces severe cross-contamination risks across test samples, threatening test integrity and risking false-positive or false-negative results in critical fuel quality assessments (e.g., flash point, particulate contamination, gum content, and water separation properties).

ONLY ONE RESPONSIBLE SOURCE <select all that apply>”

1. RESTRICTIVE RIGHTS

Source Selection Information - See FAR 2.101 and 3.104 4 of 6

The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.

2. EXCLUSIVE LICENSING RIGHTS

The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

3. OTHER REASONS

A. BRAND NAME

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

The required Miele Model PLW 7111 is a highly specialized commercial instrument. This item is only available directly from the Original Equipment Manufacturer (OEM), Miele Professional, or through their single authorized distributor and technical representative. Miele possesses proprietary technical training, manufacturer-certified replacement parts, and the sole authority to execute factory-sanctioned maintenance, calibration, and software programming. Competition is restricted because no other commercial vendors can source the equipment or provide the manufacturer-certified installation required to preserve the system's operational integrity.

The currently installed dishwasher is a Miele Model G7827, and the proposed Model 7111 is a direct like-for-like replacement. Miele washers are fundamentally distinct from other laboratory washer manufacturers (such as Lancer, Steelco, or Steris) due to its closed-loop ecosystem, proprietary quality standards, and unique commercial service structure. Service work on Miele products must be performed by either a Miele Technician or an Authorized Service Provider (ASP). All parts that are utilized to repair & maintain Miele products must be “Original Equipment Manufacture” parts & are only supplied from Miele directly.

Miele washer’s distinct advantage lies in its specialized "system provider" model, which integrates hardware, proprietary chemistry, and closed-loop technical support into a single, validated workflow. Unlike other manufacturers that offer fragmented systems—where the machine, loading racks, and cleaning detergents must be sourced from separate third-party vendors—Miele designs and manufactures every critical component of the system, including the washer, specialized loading racks, proprietary programming software, and ProCare Lab cleaning chemicals. This complete system integration ensures that the entire cleaning process is validated as a single entity. For the Navy, this guarantees residue-free glassware that consistently meets the strict cleanliness and sanitization requirements of MIL-STD-3004 without the operational risk, time, and expense of manual chemical trial-and-error.

Without an operational, automated laboratory glassware washer, manual washing methods cannot reliably eliminate trace hydrocarbon deposits or cleaning residue. This shortfall introduces severe cross-contamination risks across test samples, threatening test integrity and risking false-positive or false-negative results in critical fuel quality assessments (e.g., flash point, particulate contamination, gum content, and water separation properties).
