1.0 BACKGROUND

The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF)

Detachment Yokosuka maintains and repairs the Yokosuka-based forward-deployed aircraft carrier. The continuous availability and operation of material handling equipment, specifically forklifts, is essential to the day-to-day operations of this maintenance and repair facility.

2.0 OBJECTIVE / SCOPE OF WORK

2.1 Scope

PSNS&IMF is seeking a contractor to provide leasing services for three (3) electric forklifts. The contractor shall be fully responsible for the delivery, removal, scheduled maintenance, and all necessary repairs for each forklift throughout the duration of the contract.

2.2 Period of Performance

The contract consists of a Base Year with two (2) subsequent one-year option periods, structured as follows:

Contract Period Start Date End Date

Base Year 29 September 2026 28 September 2027

Option Year I 29 September 2027 28 September 2028

Option Year II 29 September 2028 28 September 2029

3.0 PERFORMANCE REQUIREMENTS

3.1 Delivery and Removal

The Contractor shall deliver and remove three (3) electric forklifts in strict accordance with the minimum requirements defined in this SOW. Deliveries and removals must be made directly to Fleet Activities Yokosuka in Yokosuka, Japan, at the designated building sites listed below:

• Building 1235: One (1) Unit

• Building 5230 (Berth 12): Two (2) Units

3.2 Technical Specifications (Minimum Requirements)

All three (3) leased electric forklifts must meet or exceed a set of highly standardized engineering, dimensional, and operational criteria. Each forklift must be powered by a minimum 36V electric power unit and must include its own dedicated charging cable and compatible charger. Structurally, each vehicle must have a minimum body weight of 9,000 lbs, a maximum body height of 2,439 mm (or

8 feet) measured at the head guard, an overall body width of 1,240 mm, and an overall body length of 3,560 mm. The material handling assemblies must feature standard 42.1-inch (1,070 mm) forks, a full free three-section mast with a maximum mast height of at least 5,830 mm (229.5 inches), a maximum lifting height of 5,000 mm, and a minimum lifting capacity of 3.0 metric tons at a 20-inch (500 mm) load center (or 2,400 kg). For safe maneuvering and operation, each vehicle must utilize an automatic transmission, power steering, and have a tight minimum turning radius of 2,210 mm.

The operational and safety equipment on all units must conform to strict standards.

All operating controls and side-shift forks must utilize a hydraulic control mechanism and must be clearly labeled in the English language. Safety equipment must include dual rear-view mirrors mounted on both sides of the vehicle, turn signals installed at all corners, and an active acoustic backup buzzer; the integration of an onboard load weight indicator is highly preferred. Additionally, each delivered forklift must include two printed operator manuals: one (1) written in Japanese and one (1) written in English. To comply with military marking standards, each vehicle must be clearly marked with its gross vehicle weight, capacity, and the designation

"USN" in five (5) distinct locations using characters that are at least three (3) inches in height (detailed marking instructions will be provided by the Government upon contract award). None of the three units require a lifting pad eye.

Specific tire configurations and delivery locations differentiate the three units as follows:

• Unit 1 (Building 1235): This forklift must be equipped exclusively with solid tires. The designated delivery and service point is Building 1235, US Naval Base

Yokosuka (PSNS & IMF Detachment).

• Units 2 and 3 (Building 5230): These two forklifts may be equipped with either pneumatic rubber tires or solid tires. The designated delivery and service point is Building 5230, Berth 12, US Naval Base Yokosuka (PSNS & IMF

Detachment).

3.3 Service Call, Technical Assistance, and Repairs

• Technical Assistance Hotline: The Contractor shall provide a telephone number for on-call technical assistance during normal government working hours (Monday through Friday, 0700 to 1500) and weekend hours (Saturday and Sunday, 0700 to 1500) for emergent operational situations.

• Maintenance and Repair Responsibility: In cases of equipment malfunction or breakdown of any of the leased forklifts, the Contractor is fully responsible for executing all necessary repairs.
