About this file
This is a Use of Other Than Full and Open Competition Justification and Approval (J&A) document for the Navy Computer and Telecomm Area Master Station Pacific (NCTAMS PAC). The document seeks to procure, replace, and install Eaton Powerware UPS equipment and VRLA Sealed batteries for the Lualualei Building 1 RTF, with a total of 2 Powerware 93PM-208v units and 120 VRLA Sealed batteries across three different serial number configurations. The period of performance is 14 days from material receipt, with a 90-day award date, and the procurement is justified due to the critical nature of the UPS system in protecting communication infrastructure from potential power grid failures.
The J&A emphasizes that only original equipment manufacturer (OEM) batteries from Eaton can be used, as previous attempts with third-party batteries resulted in system performance degradation. The procurement is being conducted under FAR 13.106 for purchases not exceeding the simplified acquisition threshold, with the key rationale being the unique technical requirements of the existing Eaton UPS system and the potential catastrophic impact of a non-functional backup power system on NCTAMS PAC's antenna and satellite communications capabilities.

Additional Information Regarding Statutory Authority if Applicable
Currently, the Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) has an Eaton Uninterrupted Power Supply (UPS) system that is required to power for at least 30 45 min to protect equipment from damage in the event of grid power failure. EATON Corporation is the original equipment manufacturer of the UPW p UPS batteries required to provide the backup power. The current inventory of UPS powerware and UPS batteries are currently now at end of life and need to be replaced. If replacement batteries are not timely received, it would greatly impact NCTAMS PAC as any loss of power due to inclement weather or grid power failure without a fully functi would result in catastrophic failures of antennae and satellite communications from NCTAMS PAC to the west coast.
Attempts in the past to use third party (non OEM) batteries in the UPS system resulted in a degradation of the UPS system's performance. Therefore, the procurement of OE batteries vice third party batteries are vital in order to ensure functionality and seamless integration on all technical levels with the current EATON UPS system.
