PERFORMANCE WORK STATEMENT
(PWS) COMMANDER NAVY REGION
HAWAII (CNRH) FEDERAL FIRE
DEPARTMENT (FFD)
RESPIRATORY AIR MANAGEMENT PROGRAM (RAMP) SUPPORT
1.0 BACKGROUND.
Commander, Navy Region Hawaii (CNRH) provides shore installation base operating support to all subordinate Navy commands & activities within its area of responsibility.
CNRH Federal Fire Department (FFD) provides fire and emergency services to commands and tenants located on the island of Oahu and at the Pacific Missile Range Facility (PMRF) on the island of Kauai.
2.0 SCOPE/OBJECTIVE.
CNRH seeks services for Respiratory Air Management Program (RAMP) for FFD.
3.0 PERFORMANCE REQUIREMENTS.
The Contractor shall provide administration, labor, and materials to operate the RAMP in accordance with guidance and procedures established by the Government. All PWS requirements shall be fulfilled on FFD premises located on the island of Oahu. The sub-paragraphs below describe each of the RAMP elements performance requirements.
3.1 Function Test and Inspection-Annual Certification (Qty. 300 masks, 196
SCBA, 17 RIT packs, 8 Escape packs each). SCBA function test with PosiChek3 computerized electronic test bench. To include inspection, repairs, and function test of each SCBA in accordance with the manufacturer’s test requirements. All test results will be provided to the TPOC within 15 calendar days of testing.
Technicians certified by MSA Safety will make every attempt to adjust and repair each unit for proper function and safe use. The contractor will notify the TPOC of any unit determined to be unrepairable or condemned. The contractor readies units for disposal per National Fire Protection Association (NFPA) requirements, but FFD will process equipment for proper disposition.
3.2 Parts and Repairs. Contractor shall maintain an adequate repair parts inventory to ensure the majority of normal repairs can be accomplished while performing maintenance. All repairs will be in accordance with (IAW) manufacturer recommendations and NFPA 1852.
3.3 RIC Kit Inspection and Pressure Test-Annual Certification (Qty. 17). RIC Kit inspection and pressure test to include repairs in accordance with MSA manufacturer requirements. All test results will be provided to the TPOC within 15 calendars days of testing. Technicians certified by MSA Safety will make every attempt to adjust and repair each unit for proper function and safe use. The contractor will notify the TPOC of any unit unable to be repaired or condemned.
The contractor readies units for disposal per NFPA requirements, but FFD will process equipment for proper disposition.
3.4 Escape Packs Function Test and Inspection-Annual Certification (Qty. 8 each). The Contractor shall inspect, flow test and certify MSA Escape pack automatic transfer supplied air respirators in accordance with the manufacturer’s requirements. All test results will be provided to the TPOC within 15 calendar days of testing. Technicians certified by MSA Safety will make every attempt to adjust and repair each unit for proper function and safe use. The contractor will notify the TPOC of any unit unable to be repaired or condemned.
3.5 Records Management and Data Collection
3.5.1 The Contractor shall provide comprehensive and complete data collection using the MSA records program. Tasks include hard copy and electronic data records management. Additionally, the Contractor shall provide analysis of data collected to forecast procurement requirements. The Contractor shall provide monthly status reports of tasks accomplished. Status reports shall be submitted within five (5) business days of the end of the previous month to the TPOC.
3.6 Service Delivery Summary Table

4.0 INCIDENTAL PROPERTY AND SERVICES
4.1 General. The Government shall not provide any service.
4.2 Utilities. none provided.
4.3 Records, Documents, and Work Papers. None provided.
4.4 Materials. None provided.
5.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS
5.1 Performance of all work under this contract is restricted to US citizens and US nationals only. All work performed shall be in accordance with Federal, State of Hawaii, CNRH, and local laws, regulations and procedures.
5.2 Security Requirements. This contract does not require a security clearance level granted by the Defense Security Service (DSS).
6.0 CONTRACTOR PERSONNEL
6.1 Attire. Contractor personnel shall be appropriately dressed with shirt, slacks or work shorts, and shoes with company identification (i.e. company shirt, pin, visible company identification, etc.) in a visible location to avoid creating an impression that they are government personnel.
6.2 The Contractor shall furnish sufficient personnel to perform all work specified within this contract.
6.3 The Contractor is required to comply with Public law 105-270, Section 5 (2)(A).
This law states contractors will not perform inherently governmental functions.
The term “inherently governmental function” is defined as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature.”
6.4 When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are Contractor employees and not DoD personnel when working in any situation where their contractor status is not obvious to third parties. All Contractor produced documents, and/or reports shall be suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
6.5 Contractor personnel shall not manage, supervise, direct, or task US military, DoD civilians or other personnel not associated with the Contractor while performing the tasks within this PWS.
6.6 Contractor personnel shall not make any commitment which commits the expenditure of US government resources.
6.7 The Contractor performing services shall be required to comply with all US
Navy rules, regulations, and training applicable to conduct, safety, security, and procedures governing site entry and exit.
6.8 Contractor personnel shall not establish an employee-employer relationship with CNRH Pearl Harbor under this PWS.
6.9 The Contractor shall not provide personal services. If Contractor employees are directed by any government employee at any time to perform services not covered under this contract, the Contractor shall immediately notify the
TPOC.
7.0 PERFORMANCE
7.1 Performance of work is primarily at FFD locations within CNRH located on the island of Oahu. Contractor to perform SCBA certified testing and cylinder repairs at FFD Fire Station 4 located on Ford Island, Joint-Base Pearl Harbor- Hickam.
7.2 Normal business are 0700-1600, Monday through Friday, excluding Federal holidays.
7.3 Federal holidays. If the Federal holiday falls on Saturday, the holiday is typically observed on the preceding Friday. If the Federal holiday falls on Sunday, the holiday is typically observed on the following Monday.

8.0 SECURITY REQUIREMENTS
8.1 Security requirements. U.S. or naturalized citizenship is required for facility and base access. A security clearance is not required to access the work area and to fully accomplish assigned work. The Contractor shall obtain base passes for employees and vehicles by the start of the period of performance and notify the TPOC. Upon termination of the contract or termination or removal of Contractor personnel, the Contractor shall return identification cards and base passes to Security Forces within 24 hours.
8.2 Base access. All Contractor personnel shall obtain access to the installation by participating in the Defense Biometric Identification System (DBIDS). The Contractor shall furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges.
Immediately report instances of lost or stolen badges to the Contracting officer.
The Government will not be responsible for any cost or lost time associated with obtaining paper passes or added vetting or inspections incurred by non-participants in the DBIDS credentialing process.
8.3 Defense Biometric Identification System (DBIDS) Program. DBIDS is an enterprise identity management and perimeter installation access control solution in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to three years or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. Any fees associated with obtaining a DBIDS credential is the responsibility of the Contractor. The Government performs background screening and credentialing.
8.4 Contractor employees must meet background and screening standards throughout the period under contract. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
