About this file

This is a Notice of Intent to Award a Sole Source Contract for the upgrade of the Main Control Center (MCC) at Naval Consolidated Brig Miramar (NBCM). The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award a firm fixed price contract to Wright Line LLC, located at 160 Gold Star Boulevard, Worcester, Massachusetts 01606. The justification for sole source procurement is based on FAR 13.106(1), citing that only Wright Line is capable of providing the required products because the existing prison security system (perimeter surveillance, locking mechanisms, inmate management) is built on proprietary Wright Line control surfaces. Wright Line's custom-engineered, modular consoles are specifically designed for 24/7/365 high-impact environments and comply with stringent government regulations for electronic security systems and control room ergonomic standards that alternative vendors cannot match. The anticipated award date is on or before June 30, 2026, with delivery 30 days after receipt of order.

The procurement requires various console components and accessories manufactured by Wright Line, including 42-inch and 36-inch core units, modular wall systems, display walls, fabric inserts, trim pieces, CPU dockers, monitor poles, height-adjustable arms, and power distribution units. The applicable NAICS code is 337214 (Office Furniture Manufacturing). Sources interested in challenging this sole source determination must submit a capability statement by 4:00 PM Pacific Standard Time on June 2, 2026, demonstrating authorization as a vendor and capability to provide the required products and services. Capability statements must not exceed six pages (8.5 x 11 inch format) with a minimum 10-point font and must be submitted via email to Contract Specialist Brenna Bronder at brenna.m.bronder.civ@us.navy.mil. The government reserves the right to conduct a competitive procurement or proceed with the sole source purchase based on responses received.

NOTICE OF INTENT

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT

A REQUEST FOR COMPETITIVE QUOTES

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price (FFP) contract to Wright Line LLC, 160 Gold Star BLVD, Worcester Massachusetts 01606, United States. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for an upgrade of the Main Control Center (MCC) of Naval Consolidated Brig Miramar (NBCM). Currently, the Main Control Center operates with legacy systems and a workspace layout that is not conducive to an ergonomic and efficient environment. This has resulted in sub-optimal operator performance and could compromise mission effectiveness. The requested items are to replace the outdated and non-ergonomic equipment and to create a modern, efficient, and fully capable control center.

The existing prison security system (e.g., perimeter surveillance, locking mechanisms, inmate management) is built on proprietary Wright Line control surfaces. Wright Line products offer custom-engineered, durable, and modular consoles designed for 24/7/365, high-impact environments, allowing these products to comply with stringent government regulations for electronic security systems and control room ergonomic standards, which alternative brands cannot guarantee to match within the current framework. MCC upgrades will be paid for via the Wide Area Workflow (WAWF). Personnel cannot cancel or discontinue services until directed by the Government. The anticipated award date of this action is on or before 30 June 2026. The applicable North American Industry Classification System (NAICS) code is 337214 – Office Furniture (except Wood) Manufacturing.

Delivery Date: 30 days after receipt of order (ARO).
