About this file
This is a Statement of Work (SOW) for the modernization of the Main Control Center (MCC) at Naval Consolidated Brig Miramar (NCBM). The primary objective is to enable MCC operators to maintain constant situational awareness and operational oversight by providing a modernized, ergonomic, and technologically advanced surveillance and control environment. The current facility operates with legacy systems and non-ergonomic workspace layout that has resulted in sub-optimal operator performance and potential mission effectiveness compromise. The modernization will replace outdated equipment and create an efficient control center critical for minimizing operator fatigue and error.
The vendor must provide 15 specific equipment categories totaling at least 50 line items, including 42-inch and 36-inch core workstations, modular wall steel components, fabric inserts, wall top trim, vertical end trim, CPU dockers, core skins, linear lift work surfaces, monitor poles, dynamic height-adjustable arms, and power distribution units. All materials must be delivered within 30 days of award to Naval Consolidated Brig Miramar, San Diego, California. The contract is a firm fixed-price award structured under FAR 13.106 sole-source authority to Wright Line LLC, with an anticipated award date on or before June 30, 2026. All items must be packaged for domestic shipment per industry standards to ensure safe delivery without damage, and funding will be provided through the Wide Area Workflow (WAWF) payment system. The applicable NAICS code is 337214 (Office Furniture Manufacturing).

STATEMENT OF WORK (SOW)
MAIN CONTROL CENTER UPGRADE
NAVAL CONSOLIDATED BRIG MIRAMAR (NCBM)
GENERAL:
The Main Control Center requires comprehensive modernization of a new ergonomic desk surveillance system, the integration of new computer towers and monitors, and the complete renovation of the control center workspace.
Currently, the Main Control Center operates with legacy systems and a workspace layout that is not conducive to an ergonomic and efficient environment. This has resulted in sub-optimal operator performance and could compromise mission effectiveness. The requested items are to replace the outdated and non-ergonomic equipment and to create a modern, efficient, and fully capable control center.
The command’s mission of providing uninterrupted security and operational oversight requires that control center staff can perform their duties with maximum alertness and efficiency. The proposed modernization will provide an ergonomic and updated environment, which is critical for minimizing operator fatigue and the potential for error. All requested equipment and renovations will provide the tools needed to meet this core requirement.
Other avenues of support in this matter, including minor system upgrades and piecemeal furniture replacement, have been unsuccessful in addressing the fundamental deficiencies of the current setup.
Objectives:
Enable Main Control Center operators to maintain constant situational awareness and uninterrupted operational oversight by providing a modernized, ergonomic, and technologically advanced surveillance and control environment, as required by the command's mission objectives for security and monitoring.
