This Performance Work Statement (PWS) is for inspection, testing, and maintenance (ITM) of Hurst Electro-Hydraulic (Edraulic) extrication tools and rescue equipment operated by the Commander, Navy Region Hawaii Federal Fire Department. The contractor is responsible for safe removal and proper disposal of all cleaners, fluids, and lubricants in accordance with federal, state, and Navy regulations at no additional cost to the government. Comprehensive reports of all inspected equipment and maintenance performed must be submitted within five business days of each semiannual visit. The contract period consists of a 12-month base year plus four optional 12-month extension years. Normal business hours are 0700-1600, Monday through Friday, excluding federal holidays. All contractor personnel must obtain Defense Biometric Identification System (DBIDS) credentials and base passes before the start of performance. No security clearance is required. The contractor shall maintain a Quality Control Program and be available for periodic progress meetings with the government at no additional cost.

PERFORMANCE WORK STATEMENT
COMMANDER, NAVY REGION HAWAII
FEDERAL FIRE DEPARTMENT
INSPECTION, TESTING, AND MAINTENANCE OF ELECTRO-HYDRAULIC
(EDRAULIC) EXTRICATION TOOLS AND EQUIPMENT
1.0 BACKGROUND.
Commander, Navy Region Hawaii (CNRH) provides shore installation base operations support to all subordinate Navy commands & activities within its area of responsibility. CNRH Federal Fire Department (FFD) provides fire and emergency services to commands and tenants located on the island of Oahu and at the Pacific Missile Range Facility (PMRF) on the island of Kauai.
2.0 SCOPE OF WORK/OBJECTIVE.
CNRH seeks a contractor to provide the material, labor, equipment, and supplies necessary to perform inspection, testing, and maintenance (ITM) of FFD owned and operated Hurst Electro- Hydraulic (Edraulic) rescue/extrication tools, in accordance with manufacturer recommendations, National Fire Protection Association (NFPA) 1936, and future editions of NFPA guidelines, revisions and standards.
3.0 PERFORMANCE REQUIREMENTS.
3.1 Hurst Edraulic Rescue/Extrication Tools.
3.1.1 Contractor shall comply with care and maintenance guidelines provided by the manufacturer. The Contractor shall comply with requirements of NFPA 1936, Standard on Rescue Tools. All work performed by the Contractor shall not cause manufacturer warranties to be voided.
3.1.2 Unless specified, all work shall be performed at FFD Fire Station 5 (Manana).
3.1.3 Contractor shall perform preventative maintenance, cleaning, lubricating, adjustments, and minor repairs necessary to ensure proper operation and function of Edraulic rescue/extrication tools. Minor repairs consist of replacement of blades, wires, shim plates, and guards. Contractor shall perform work in two phases: 1) annual service;
and, 2) repairs found during the first phase. The Contractor shall perform minor repairs so long as it does not result in an increase to the approved contract amount. Any required repair that exceeds the approved contract amount must have prior approval from the government contracting officer before commencing repair work.
3.1.4 Contractor shall complete all work in accordance with manufacturer recommendations and NFPA 1936:

3.1.5 Contractor shall:
a. Verify Edraulic rescue/extrication tools are operating in a safe manner by providing maintenance as required by manufacturer recommendations and NFPA standards.
b. Maximize the useful life of Edraulic rescue/extrication tools and equipment by performing required and necessary care and maintenance.
c. Reduce health and safety risks associated with soiled equipment, cleaner, fluids lubricants. Contractor is responsible for safe removal and proper disposal of any cleaners, lubricants, and fluid items in accordance with federal, state, and Navy laws, policies, and regulations at no additional cost to the government.
3.1.6 Contractor shall provide the following:
a. 2 each S700 2.0 Blade and Plate Kit (Part # 272085888S Hurst)
b. 1 each E2 Wiring Harness Kit (Part # 172085435S Hurst)
c. 2 each SP300E 2.0 Guards-Plugs and Hardware (Part # 172085104S Hurst)
d. 2 each Shim Plate for LS300 (Part # V84150116503 Hurst)
e. 2 each S788 Blade Kit (Part # 172042127S Hurst)
3.1.7 Inspection Requirements: Contractor shall perform a complete inspection of all Edraulic equipment owned and operated by FFD in accordance with manufacturer recommendations.
3.1.8 Record Keeping Requirements: Contractor shall provide a comprehensive report of all equipment inspected and maintenance performed within five (5) business days after each semiannual visit. Additional information/changes required by the government will be presented to the Contractor in writing and shall be entered by the Contractor.
3.1.9 Cleaning Requirements: Contractor shall perform cleaning in accordance with manufacturer’s recommendations. When required, Contractor shall perform specialized cleaning to ensure Edraulic tool is performing within operational specifications.
3.1.10 Repair Requirements: Contractor shall comply with requirements in the current version of NFPA 1936. Minor repairs shall be completed by the Contractor within approved contract amounts and limitations. Any required repair that exceeds the approved contract amount or limitations must have prior approval from the government contracting officer before commencing repair work. Upon identification of required repairs exceeding contractual limits, the Contractor shall provide a written quote to the FFD technical representative. The quote must identify the discrepancy, description of required repair, and cost of repair.
3.1.11 Equipment Fluid Replacement Requirements: Contractor shall perform fluid draining and replacement in accordance with manufacturer’s recommendations. Only fluids and amounts specified by the Original Equipment Manufacturer can be used. Fluids shall be disposed of in accordance with local regulations, not on government property.

3.1.13 Quality Control Plan
The Contractor is responsible for implementing and maintaining a Quality Control Program (QCP) to ensure that the service procured meets or exceeds contract requirements and results in the correction of potential and actual problems.
Periodic Progress Meetings: The Contractor shall be available to meet with the Government regarding quality assurance issues and concerns. At these meetings, the contracting officer and/or Technical Point of Contact (TPOC) will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government and may be in the form of telephone or videoconferencing and/or on-site meetings mutually agreed by both parties.
4.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
4.1 General: The government will provide no government furnished property (GFP)
4.2 Incidental Property. The government will provide the following equipment, supplies, and services listed here.

4.3 Utilities. None provided.
4.4 Records, Documents, and Work Papers:
Records and documents to be provided by Federal Fire Department and Contractor as specified in NFPA, OSHA and US regulations pertaining to fire fighter gear. The contractor shall have the ability to track and record serials numbers, location, performance history, and status of all eDraulic tools and equipment in FFD’s inventory.
The Contractor’s data base shall have the ability to view and printing reports by the TPOC at any time. The TPOC shall be allowed read access to the Contractor’s database.
All entries to the Contractor’s database shall be made by Contractor personnel. A full report of all work done (maintenance and repairs) on all equipment shall be provided to the government.
4.5 Materials. None provided.
5.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS
5.1 Performance of all work under this contract is restricted to United States (US) citizens and US nationals only. All work performed shall be in accordance with federal, state of Hawaii, CNRH, and local laws, regulations, policies, and procedures.
5.2 Contractor personnel performing ITM on Hurst Edraulic rescue/extrication tools shall be trained and certified to perform maintenance and service work by the manufacturer.
Documentation of such training and certification must be provided to the Government upon request.
5.3 Security Requirements. This contract does not require a security clearance level granted by the Defense Security Service (DSS).
6.0 CONTRACTOR PERSONNEL
6.1 Attire. Contractor personnel shall be appropriately dressed with shirt, slacks or work shorts and shoes with company identification (i.e. company shirt, pin, visible company identification, etc.) in a visible location to avoid creating an impression that they are government personnel.
6.2 Contractor shall furnish sufficient personnel to perform all work specified within this contract.
6.3 Contractor is required to comply with Public law 105-270, Section 5 (2)(A). This law states contractors will not perform inherently governmental functions. The term “inherently governmental function” is defined as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5(2)(B), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature.”
6.4 When performing work associated with this Performance Work Statement (PWS), the Contractor shall make clear to all individuals they deal with that they are Contractor employees and not DoD personnel when working in any situation where their contractor status is not obvious to third parties. All Contractor produced documents, and/or reports shall be suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
6.5 Contractor personnel shall not manage, supervise, direct, or task US military, DoD civilians or other personnel not associated with the Contractor while performing the tasks within this PWS.
6.6 Contractor personnel shall not make or take any action which commits the expenditure of US government resources.
6.7 Contractor performing services shall be required to comply with all US Navy rules, regulations, and training applicable to conduct, safety, security, and procedures governing site entry and exit.
6.8 Contractor personnel shall not establish an employee-employer relationship with the Government under this PWS.
6.9 Contractor shall not provide personal services. If Contractor employees are directed by any government employee at any time to perform services not covered under this contract, the Contractor shall immediately notify the Technical Point-of-Contact (TPOC).
7.0 PERFORMANCE
7.1 Performance of work is primarily at FFD Fire Station 5, located on the island of Oahu. Contractor to perform ITM of Hurst Edraulic rescue/extrication tools in FFD inventory.
7.2 Normal business are 0700-1600, Monday through Friday, excluding Federal holidays and Presidential Executive Orders.
7.3 Federal holidays (to include Presidential Executive Orders).

*If the Federal holiday falls on Saturday, the holiday is typically observed on the preceding Friday. If the Federal holiday falls on Sunday, the holiday is typically observed on the following Monday.
7.4 Period of Performance.

8.0 SECURITY REQUIREMENTS
8.1 Security requirements. U.S. or naturalized citizenship is required for facility and base access. A security clearance is not required to access the work area and to fully accomplish assigned work. The Contractor shall obtain base passes for employees and vehicles by the start of the period of performance and notify the TPOC. Upon termination of the contract or termination or removal of Contractor personnel, the Contractor shall return identification cards and base passes to Security Forces within 24 hours.
8.2 Base access. All Contractor personnel shall obtain access to the installation by participating in the Defense Biometric Identification System (DBIDS). The Contractor shall furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. Immediately report instances of lost or stolen badges to the Contracting officer. The Government will not be responsible for any cost or lost time associated with obtaining paper passes or added vetting or inspections incurred by nonparticipants in the DBIDS credentialing process.
8.3 Defense Biometric Identification System (DBIDS) Program. DBIDS is an enterprise identity management and perimeter installation access control solution in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to three years or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. Any fees associated with obtaining a DBIDS credential is the responsibility of the Contractor. The Government performs background screening and credentialing.
8.4 Contractor employees must meet background and screening standards throughout the period under contract. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
