About this file

This is a Complete Set of Plans document for Bethlehem Township, Northampton County, Pennsylvania, supporting the Rebid of Freemansburg Avenue and 9th Street Emergency Signal Project (SR2018). The project involves installation of emergency signal preemption detectors, mast arms, traffic signal supports (12 to 45 feet), controller assemblies, signal heads, conduit systems, pavement markings, concrete curbing, directional drilling, topsoiling, seeding, and erosion control measures at the intersection of State Route 2018 (Freemansburg Avenue) and 9th Street. Sealed proposals must be submitted through the PennBid online portal by 3:00 PM Prevailing Time on either February 24, 2026 or April 2, 2026 (rebid date), with bid opening results displayed immediately thereafter on PennBid. Prospective bidders must conduct mandatory site visits during normal working hours and submit questions through the PennBid platform no later than seven days prior to the bid due date. The contract will be awarded to the lowest responsible bidder, with Substantial Completion required within 60 days and final completion within 90 days after Notice to Proceed.

All bidders must submit certified checks, bank money orders, or bid bonds equal to at least ten percent of the total bid amount with their proposals. This project is funded through DCED/PennDOT Multimodal Transportation Fund (MTF) grants, which restricts eligibility to PennDOT pre-qualified contractors only. All labor on the project must comply with prevailing wage rates as established by the Pennsylvania Department of Labor and Industry, and bidders must submit Public Works Employment Verification Forms in accordance with Act 127 requirements. The successful contractor may not subcontract more than 40 percent of the total contract price and must perform at least 60 percent of the contract value with its own forces. Within five days of bid opening, the successful bidder must identify proposed subcontractors and suppliers for specified work categories along with evidence of qualifications. Performance, Payment, and Maintenance Bonds (15 percent of the adjusted contract amount) are required, with the Maintenance Bond held for 18 months after final payment. Contract payments will be made progressively at 90 percent of earned value following monthly cost certifications, with five percent retainage after 50 percent completion. Liquidated damages of $500 per day apply for delays beyond the completion deadline.
