About this file
This file contains business license requirements issued by the City of Little Rock Treasury Management Division applicable to entities bidding on or performing work for the City of Little Rock, Arkansas. The requirements establish licensing obligations based on the business location and jurisdiction. Businesses with physical locations within Little Rock must obtain a business license for each location. In-state businesses based outside Little Rock are subject to their home city's licensing requirements, and Little Rock will honor those licenses if comparable to the work being performed. Out-of-state businesses without Arkansas physical locations must obtain a Little Rock business license unless they already hold a comparable license from another Arkansas municipality. However, out-of-state businesses are exempt from licensing requirements solely for bidding purposes; licensing becomes mandatory only if the out-of-state company wins a contract and establishes a permanent location within Little Rock for the project duration. Non-profit organizations are fully exempt from business license requirements.
The Treasury Management Division maintains authority to determine the validity of all business licenses submitted. The specific business license classification must align with the type of work the company will conduct in Little Rock. Additional information and assistance regarding business license requirements may be obtained through the City of Little Rock Treasury Division, with Scott Massanelli serving as the Treasury Manager. No pricing, set-asides, or funding information is addressed in this requirements document, as it serves solely as a licensing eligibility and compliance guide for potential bidders and contractors.

City of Little Rock Business Licenses Requirements
The City of Little Rock Treasury Management Division will determine validity of all business licenses.
If a business has a physical location in Little Rock, they are required to have a business license for each location.
If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.
Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.
A Non-Profit Organization is exempt from having to obtain a business license.
