About this file

This document outlines the business license requirements for the City of Little Rock, Arkansas, in relation to an Invitation To Quote for lawn care services at City-owned Landbank Federal properties. Businesses seeking to bid on or perform work for the City of Little Rock must comply with specific licensing regulations based on their location and operational status. In-state businesses with physical locations in Little Rock require a separate business license for each location, while businesses based in other Arkansas cities must either obtain a Little Rock license or provide proof of an existing license from their home jurisdiction if comparable to the work being performed. Out-of-state businesses without physical locations in Arkansas do not need a license to submit bids but must obtain one if awarded a contract for the duration of the engagement.

Additional classifications clarify that out-of-state businesses may rely on existing licenses from other Arkansas cities rather than obtaining duplicate licensing, and that non-profit organizations are fully exempt from licensing requirements. The licensing classification must align with the specific type of work to be conducted in Little Rock. For inquiries regarding business license requirements, interested parties should contact the Treasury Division at the City of Little Rock, specifically Scott Massanelli, Treasury Manager, through the city's finance department website.

City of Little Rock Business Licenses Requirements

1. If a business has a physical location in Little Rock, they are required to have a business license for each location.

2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.

If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.

4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.

6. A Non-Profit Organization is exempt from having to obtain a business license.
