About this file

This document is a Bid Bond Confirmation and Bid Check Return Authorization Form for Harris County, Texas, specifically designed for bid or proposal submissions. The form provides detailed instructions for submitting either a bid bond or a cashier's check, which must be dropped off at 1111 Fannin, 12th Floor, Houston, TX 77002 before the specified due date. For bid submissions, the County Clerk may retain the bid checks of the three lowest bidders until after contract award, approval, and receipt of performance and payment bonds, while for Request for Proposal (RFP) submissions, the Office of the Purchasing Agent will retain all bid checks until similar conditions are met.

The form authorizes Harris County to return the bid check via regular mail under three conditions: if the bidder is unsuccessful, after performance and payment bonds have replaced the bid check, or upon contract completion. Bidders must ensure that all bid checks are for the required amount and payable to Harris County, not to any individual. The document includes sections for both bid bond and cashier's check submissions, requiring details such as bond/check number, bank, amount, and bidder information. The form was revised on 3/24/21 and provides a section for county clerk or purchasing agent use to track the check mailing process.
