About this file

This technical criteria document is associated with a Statewide Market Study procurement issued by the State of Utah Division of Purchasing on behalf of the Department of Alcoholic Beverage Services. The procurement seeks qualified design professional service providers and consultants to conduct a comprehensive statewide market study under Utah Procurement Code 63G-6a Part 15. The contract is structured as a one-year engagement, with the vendor receiving the highest ranking selected to negotiate final contract terms and compensation. The selection process is based on qualifications rather than price, and vendors are explicitly instructed not to include pricing information in their submissions. If negotiations with the highest-ranked vendor prove unsuccessful regarding fair and reasonable compensation or contract requirements, the state reserves the right to proceed with negotiations with subsequent ranked vendors.

The technical criteria document establishes the evaluation framework and qualification standards that prospective vendors must meet to be considered for this engagement. The procurement emphasizes that compensation will be determined through negotiation to ensure fair and reasonable terms rather than through a competitive bidding process. No pricing is to be submitted with qualifications, distinguishing this as a qualifications-based selection process. The document does not reference specific funding amounts, set-asides, or incumbent contractor information, focusing instead on establishing the technical and professional standards required for vendor evaluation and selection.
