About this file

This is an RFP evaluation scoresheet for the APEX Accelerator Procurement Support Services solicitation (GN26-20) issued by the State of Utah Division of Purchasing in conjunction with the Governor's Office of Economic Development. The solicitation seeks a vendor to provide support services to the APEX Accelerator program for federal procurement services on an as-requested, authorized basis. The contract term is five years, and the evaluation will be conducted using a technical scoring methodology with a maximum of 550 points. Vendors are evaluated across four technical criteria: level of expertise in resolving the stated purpose, objectives, and scope of work (40% weight, 200 points); ongoing support to the APEX Accelerator program throughout the contract term (20% weight, 100 points); experience servicing similar government clients (20% weight, 100 points); and experience working with other businesses in pursuing government contracts (30% weight, 150 points). A minimum threshold of 75% of total technical points (412.5 points) must be achieved for a proposal to be considered acceptable.

The vendor receiving the highest ranking will be selected to negotiate a contract with compensation to be determined as fair and reasonable through negotiation. If fair and reasonable compensation cannot be agreed upon with the highest-ranked vendor, the state may proceed with negotiations with the next highest-ranked vendor. Vendors are instructed not to include pricing information in their submissions, as this is a statement of qualifications procurement conducted under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants. No specific response dates, bid due dates, or award dates are indicated on this scoresheet document.
