Testing T-Meter Backflow Devices

Remember to Notify, Identify, Inspect, and Observe

Safety: Your personal safety supersedes the completion of the test. If you encounter any potential hazards to your safety, please note them on the test form and submit your findings to the District.

Initial Tests & Meter Relocations

EMWD will email the contractor on rotation with the details for the test

The contractor will contact the customer to coordinate an ETA

The contractor will follow up with the customer to advise if the device passed/failed

The test form is submitted to EMWD for Billing

Customer Contacts Contractor Directly for Install/Test

If you will be installing the backflow

You are ok install, unlock, and test the backflow

Please submit the form to EMWD for billing

In the comments portion of the report note: EMWD TO BILL

If the customer already has their own backflow

You are ok to unlock and test the backflow

Please submit the form to EMWD for billing

If you need to unlock the meter to test the backflow, that is considered an INITIAL TEST and EMWD needs to bill the customer for that test. We are ok with either contractor completing the test and expediting the process for the customer. The customer just needs to be advised that EMWD will be billing them for the test; we do not want them to get in the habit of bypassing the District altogether.

The only time EMWD would not bill a customer for a T-Meter test is if the service was already on (annual testing was due), the meter was faulty and needed to replaced, or if the device is locked as result of a failed initial test and the contractor is out there to repair and test the backflow.
