About this file
This is an Anti-Lobbying Certification form for the County of Ventura's Request for Proposal 6234 regarding the Multi-Jurisdiction Hazard Mitigation Plan Update (MJHMP). The certification applies to contractors and subrecipients involved in providing consulting services to assist Ventura County and its participating jurisdictions with updating the county's hazard mitigation plan. The project involves technical expertise, project management, stakeholder engagement, hazard analysis, and plan documentation to produce an updated MJHMP that incorporates current natural hazard data, including climate-related hazards, and meets all applicable federal, state, and local standards. Proposals were due by 5:00 p.m. on December 12, 2025. The planning process will build upon the 2022 MJHMP, which received FEMA approval through 2027, and the updated plan must be approved by FEMA within the five-year cycle required by the Disaster Mitigation Act of 2000 to maintain Ventura County's eligibility for federal mitigation grant funding.
The certification document requires contractors to confirm that no federal appropriated funds have been or will be used to influence government officials in connection with this federal contract or grant, and obligates contractors to disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL. Contractors must also ensure that identical certification language is included in all sub-award documents and that all subrecipients comply with the same requirements. Failure to comply with the certification requirements subjects contractors to civil penalties ranging from $10,000 to $100,000 per violation, with provisions of 31 U.S.C. Chapter 38 regarding false claims and statements applying to all certifications and disclosures.
