About this file
This document is a Scope of Work (SOW) for a Continuity of Operations (COOP) Planning project involving the Utah Office of the Lieutenant Governor (OLG) and 29 County Clerk Offices. The project aims to develop comprehensive COOP plans that ensure essential governmental functions can continue during emergencies, natural disasters, technological failures, or human-caused incidents. The contractor will be responsible for conducting needs assessments, developing tailored COOP plans for the OLG and each county clerk office, providing training sessions, designing and facilitating COOP exercises, and producing detailed documentation including project management plans, training materials, and after-action reports. The project will follow federal guidelines (FEMA, FCD-1, and FCD-2) and adopt a tiered approach to plan development, prioritizing larger or more critical county offices.
The total project budget is set at $272,000, with the procurement being conducted by the State of Utah Division of Purchasing under the Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants. The solicitation is a Request for Statements of Qualifications (RFSQ), where vendors are invited to submit qualifications without including pricing. The highest-ranked vendor will be selected to negotiate a contract with compensation determined to be fair and reasonable. If negotiations fail with the top-ranked vendor, the state may proceed to negotiate with the next highest-ranked vendor. The project's primary objective is to standardize and enhance COOP capabilities across Utah's governmental entities, focusing on protecting public safety, maintaining critical services, and ensuring governmental stability.
