ATTACHMENT B SCOPE OF WORK

#AS26-46

Request for Utah Trails Handbook Authoring Assistance Utah Division of Outdoor Recreation

1. Introduction The Division of Outdoor Recreation has received funding from the Outdoor Recreation Initiative to develop and Utah Trails Handbook to serve as a comprehensive resource for land managers, stewardship groups and communities around the state that plan, develop and maintain recreational trails.

2. Scope of Work The Utah Division of Outdoor Recreation (DOR) team is seeking responses from vendors to assist with authoring a Utah Trails Handbook, including content development, graphics, stakeholder meetings, survey data analysis, and designing the final deliverable. Included in the project is a separate pocket field guide that can be used by trail crews or trail planners in the field.

The DOR team will work directly with the chosen vendor to help guide the content and provide editorial reviews. The DOR team may help supply images for the handbook, but any photos the vendor has rights to use may also be considered. Priority will be given to the documents’ clarity and ability to distill sometimes complex information in a clear and concise manner and should highlight the unique opportunities and challenges of trail planning and development in Utah. Content must clarify differences in trail planning, development and maintenance between Utah’s desert environments and its mountains regions as well as highlighting key considerations between Utah’s wide range user groups. The target audience for this resource will be city, county and regional governments, as well as non-profit stewardship groups. The finished product should include graphical illustrations of trail structures; for example: climbing turns, rolling grade dips, culverts, retaining walls, steps, etc. When finished, the PDF version of the Trails Handbook will be an 8.5” by 11," handbook, while the pocket field guide will be 3.5” x 5”. These documents will be printed and shared online, so we’ll need a finished, print-ready file as well as PDF versions to share digitally. Additionally, consistency in look and feel to DOR’s branding is important.

Please include or link to examples of at least two similar projects you’ve completed.

3. Timeline The final print-ready file deliverable and associated graphics is required no later than February 2027.

4. Deliverables DOR requires final, print-ready digital files (including all assets) that it will send to the state’s print shop (Utah Correctional Industries). DOR will manage the handbook printing; responses need not include any printing qualifications. Also, DOR requires a digital PDF ready to publish online.
