About this file
This document is a Non-Disclosure Agreement (NDA) between Eastern Municipal Water District (EMWD) and an unnamed Receiving Party for Hydrant Listening Device Monitoring Services. EMWD is California's sixth-largest retail water agency serving nearly one million people across a 601-square-mile area in western Riverside County and northern San Diego County. The agreement covers the use of Hydrant Listening Device (HLD) services to proactively identify and locate potential leaks within EMWD's potable water distribution network through acoustic monitoring, data transmission, and automated analysis integrated with the district's GIS datasets.
The confidentiality agreement stipulates that all data collected, generated, transmitted, or stored under the scope of work, including acoustic data, leak analytics, telemetry, and GIS overlays, shall remain the sole property of EMWD. The Receiving Party is prohibited from disclosing or using the confidential information for any purpose other than the specified services. Upon contract expiration or termination, the Receiving Party must deliver a complete copy of all data to EMWD in a usable format and permanently delete all copies from its possession, including those from subcontractors, backups, and cloud storage. The agreement also includes provisions for compliance with Homeland Security Presidential Directive 7 and requires immediate reporting of any lost, stolen, or compromised devices or sensitive information.
