About this file
This is a Scope of Work document issued by the State of Utah Division of Wildlife Resources for the procurement of an APEX electrofisher boat unit to replace aging equipment in the Northeastern region aquatics fleet. The Division seeks a Smith-Root Apex control box system with accompanying specialized components designed to integrate directly with existing wiring on a 16-foot aluminum boat used for fisheries sampling on Utah reservoirs. The equipment specifications include an electrofisher control box with 7,200W continuous AC output (24,000W peak), voltage range of 0-1200VDC and 0-240VAC in 1V increments, frequency adjustability from 1-1,000Hz, multiple output waveforms, data logging capabilities with USB 2.0 download functionality, and a color display unit. The deliverables package includes the control box, Boom Interconnect Box, 15-foot cathode and anode cables, foot switch, 10-foot input power cable, and instruction manual. Delivery to 318 North Vernal Avenue, Vernal, Utah 84078 is required by June 15th or earlier, with the RQS procurement process anticipated to occur in April or May.
The project budget ceiling is $17,500.00. The procurement is being conducted without standard competition based on the justification that only one source (Smith-Root Apex system) is compatible with the existing boat electrical infrastructure without requiring comprehensive re-wiring, making this a single-source procurement under Utah's Procurement Code. Vendor compliance with all specified technical requirements and compatibility with the current Smith-Root component-based boat electrical system is mandatory. The project addresses the replacement of an obsolete Smith-Root electrofishing system and is funded through aquatics fleet modernization resources available to the Northeastern region division.

Introduction - Boat Electrofishing Control Box
The Division of Wildlife Resources is seeking the replacement of a boat electrofishing control box unit on a 16-foot aluminum boat located in the Northeastern region aquatics fleet. The boat has a very old Smith-Root system that is being replaced. The preferred system should be able to directly link with the current wiring components in the boat. This is specific to an electrofisher control box called the Apex unit. It will come with additional specialized components to hook into our current system.
1.1 Background
Northeastern region aquatics staff was awarded funding to replace a very old electrofishing system in our 16-foot aluminum work boat. This unit is a control box and wiring components used to control the electrical output and field of electricity as we conduct fisheries sampling on reservoirs in Utah. The Smith-Root system is our old system, and we wish to replace it with the Smith-Root Apex system which will hook directly into the existing components of our boat. Other systems are not compatible and would require re-wiring the watercraft.
1.1 Scope of Work
The following are specifics of the electrofishing system we are looking to purchase:
· Electrofisher control box which has the following specifications
· Output power of 7,200 continuous AC, 24,000W peak
· Output voltage 0-1200VDC in 1V steps & 0-240VAC in 1V steps with 339V peak
· Output frequency 1-1,000Hz in 1Hz steps
· Duty Cycle 0-100% in 1% steps
· Output Current 80A,40A,20A on mid-range mode + 20A high range, 40A in AC mode and 24A in continuous mode.
· Output waveforms DC, Pulsed DC, Burst Pulses DC and AC
· Waveform Storage Save voltage, frequency, duty cycle, and pulse tyle for 12 different wave forms
· Overload protection- excessive peak current
· Output Indicator
· Metering for peak and average output current
· Output on Time 0-999,999 seconds, resettable
· User Configuration Alert 1-3,600 seconds
· Safety Devices which include output indicator, foot switch and emergency stop switch
· Data logging – output peak and average voltage, current, power, waveform, GPS, time, temperature, elevation and timer.
· Data port USB 2.0 to download logged files
· Display unit in color
· Must come with Boom Interconnect Box to allow use of existing booms on the boat which connects to the above control box.
· 15-foot cathode cable
· 15-foot anode cable
· Single foot switch with 15-foot cable
· Input power cable 10-foot
· Instruction manual
1.2 Requirements
Must be available for shipment with delivery to 318 North Vernal Avenue by June 15th or earlier. Must be compatible with our current boat wiring and electrical system which is wired for Smith-Root components.
2. Compliance Vendor must meet the above scope of work specifications as closely as possible, and system must be compatible with our current boat electrical system.
3. Project Deliverables Work through the RQS process with state of Utah purchasing staff, meet specifications as closely as possible, shipping and delivery to 318 North Vernal Avenue, Vernal, Utah 84078 by June 15th or earlier.
4. Project Timeline RQS out in April Work with State of Utah purchasing agent to secure purchase (April or May) June 15th or earlier
5. Project Budget= No more than $17,500.00
