RFQ Summary: On-Call Airport Engineering, Design, and Architectural Services

This Request for Qualifications (RFQ No. AIR-26-01) is issued by the Ventura County Department of Airports for on-call airport engineering, design, and architectural consulting services at Camarillo Airport (CMA) and Oxnard Airport (OXR) for the five-year contract term of 2026-2031. The County seeks to establish a Pre-Qualified Consultant List of up to five firms capable of providing comprehensive A/E services including pavement engineering, airfield systems design, buildings and structures, drainage and stormwater engineering, security infrastructure, construction administration, Airport Layout Plan (ALP) updates, and grant administration. Specific service categories encompass runway and taxiway rehabilitation, airfield electrical and lighting systems, aircraft hangars, air traffic control towers, ARFF facilities, and related support services. The RFQ was issued May 12, 2026, with Statements of Qualifications due June 17, 2026, by 3:00 PM Pacific Time. Interviews, if required, are tentatively scheduled with a target effective date for On-Call Agreements in July/August 2026. Firms must submit SOQs electronically through the Ventura County Bonfire procurement portal and may be required to participate in interviews; all interview costs are the responsibility of responding firms.

Selected firms will be awarded On-Call Professional Services Agreements and placed on the Pre-Qualified Consultant List as the primary source for airport services during the contract term. For FAA Airport Improvement Program (AIP) grant-funded projects, consultant selection will follow Qualifications-Based Selection (QBS) procedures under the Brooks Act and FAA Advisory Circular 150/5100-14E, with fee proposals submitted only after selection through formal Request for Proposals processes. For locally funded projects, the County may issue Task Orders or assignments at its discretion. Fee proposals shall not accompany initial SOQs; selected firms will establish negotiated hourly rate schedules and compensation structures at contract execution. Projects are anticipated to be funded through multiple sources including FAA AIP grants, Caltrans Division of Aeronautics, and local airport revenues. Disadvantaged Business Enterprise (DBE) participation goals apply to FAA-funded projects per 49 CFR Part 26, and firms must document good-faith efforts in DBE outreach. The County provides a local preference for consultants located in Ventura County or firms with fully staffed offices in the county, provided such preference does not conflict with FAA grant requirements or result in lower service standards. Firms must be capable of providing all services either through in-house staff or identified sub-consultants, and any firm unable to demonstrate full-service capability will be deemed non-responsive.

01 INTRODUCTION

The Ventura County Department of Airports (County) owns and operates two public-use general aviation airports: Camarillo Airport (CMA) and Oxnard Airport (OXR). The County is responsible for maintaining, improving, and expanding infrastructure at both airports to support safe and efficient operations and to meet applicable regulatory requirements.

The County regularly undertakes capital improvement projects that may include the planning, design, rehabilitation, and construction of airfield facilities such as runways, taxiways, aircraft parking aprons, lighting systems, drainage infrastructure, buildings, and other airport support facilities.

Through this Request for Qualifications (RFQ), the County is soliciting Statements of Qualifications (SOQs) from qualified and experienced airport consulting firms to provide architectural, engineering, and design services in support of these projects. The County intends to select up to five (5) firms through this RFQ process. All firms selected will be placed on the Department’s Pre-Qualified Consultant List and awarded On-Call Professional Services Agreements for a five-year term (2026–2031). Only firms on the Pre-Qualified List will be invited to submit proposals or task order responses for airport engineering, architectural, and design services during the five-year term.

To be considered for selection, firms must demonstrate the capability to provide all services listed in this RFQ, either through in-house staff or through identified sub-consultants. Firms that cannot demonstrate full-service capability, whether directly or through a named sub-consultant team, will be considered non-responsive. All proposed sub-consultants must be identified by name in the SOQ along with their role and relevant qualifications.

Companion Solicitation: The County is also issuing RFQ No. AIR-26-02 for On-Call Airport Planning and Environmental Consulting Services. These two RFQs cover separate and distinct consultant service categories as defined in FAA Advisory Circular 150/5100- 14E. Firms may respond to one or both solicitations.

Airport projects may be funded through a combination of local airport revenues, State aviation grants (Caltrans Division of Aeronautics), and Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants. For projects funded in whole or in part with FAA funds, consultant selection and procurement procedures will comply with Qualifications-Based Selection (QBS) requirements consistent with the Brooks Act (40 U.S.C. §§1101–1104), FAA Advisory Circular 150/5100-14E, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects, and 2 CFR §§200.317–

200.326. Locally funded services will be procured in accordance with the Ventura County Board of Supervisors Resolution Establishing Policy on Contracting for Professional Consulting Services and California Government Code §4525 et seq.

Dual-Track Procurement Framework This RFQ is structured to capture all anticipated professional A/E service needs over the five-year term under two complementary tracks:

Ventura County Department of Airports RFQ No. AIR-26-01 | On-Call Airport Engineering, Design and Architectural Services

Camarillo Airport (CMA) | Oxnard Airport (OXR) | 2026–2031 V E N T U R A C O U N T Y D E P A R T M E N T O F A I R P O R T S

Track 1 – FAA-Funded Projects (AIP Grant): For projects funded in whole or in part with FAA AIP grants, all consultant selection and contract procedures comply with Qualifications- Based Selection (QBS) requirements under the Brooks Act (40 U.S.C. §§1101–1104), FAA Advisory Circular 150/5100-14E, and 2 CFR §200.317–200.326. Fee proposals are not solicited until after selection.

Track 2 – Locally Funded Projects and Services: For projects and services funded exclusively with local airport revenues or other non-federal funds, procurement follows County of Ventura Board Policy on Professional Consulting Services and California Government Code §4525 et seq. These assignments may include technical support, reviews, studies, and other professional services that do not require federal compliance.

Both tracks are covered by this single RFQ so the Department maintains a readily available pool of qualified A/E consultants for all needs, enabling timely, competitive, and fully defensible procurement throughout the contract term. Consultants should be prepared to support assignments under either track.

05 CONTRACT DESCRIPTION

The County intends to select up to five (5) firms to be placed on the Pre-Qualified Consultant List and award each selected firm an On-Call Professional Services Agreement for the five-year term (2026 - 2031). The Pre-Qualified List will serve as the primary source for airport engineering, architectural, and design services during that time. Inclusion on the Pre-Qualified List does not guarantee the issuance of any specific Task Order or the award of any specific project.

Sample contract forms are provided as Attachment B (On-Call Agreement) and Attachment C (Project- Specific Contract). Submission of an SOQ constitutes acceptance of all contract terms and conditions.

The County will not accept modifications to the sample contracts.

On-Call Professional Services Agreements All firms selected through this process will be awarded On-Call Professional Services Agreements with the County. For locally funded assignments (Track 2), when services are required the County may issue a Task Order to one or more firms on the Pre-Qualified List at its discretion. Task Orders define the scope of services, schedule, and compensation for each assignment. No work shall be performed without a fully executed Task Order.

Project-Specific Professional Services Contracts For FAA AIP-funded project-specific contracts, the County will issue a Request for Proposals (RFP) to all firms on the Pre-Qualified List. All pre-qualified firms will have an equal opportunity to compete.

Selection will follow the Qualifications-Based Selection (QBS) procedures of FAA Advisory Circular 150/5100-14E, including evaluation of technical qualifications without consideration of fee information, ranking of firms, and negotiation of a fair and reasonable fee with the highest-ranked firm.

For locally funded projects and services, the County may assign work to one or more firms from the Pre- Qualified List at its discretion, in accordance with County of Ventura Board Policy on Professional Consulting Services. The County may, but is not required to, issue a formal RFP to all Pre-Qualified firms for locally funded assignments. Inclusion on the Pre-Qualified List makes a firm eligible to receive locally funded work; it does not guarantee any specific assignment.

Independent Fee Estimates For projects funded with FAA AIP grants, the County is required to prepare an Independent Fee Estimate (IFE) prior to receiving a consultant’s cost proposal, in accordance with FAA Advisory Circular 150/5100- 14E, Section 2.13, and 2 CFR §200.323.

Camarillo Airport (CMA) | Oxnard Airport (OXR) | 2026–2031 V E N T U R A C O U N T Y D E P A R T M E N T O F A I R P O R T S

Any firm that submits a Statement of Qualifications in response to this RFQ, and subsequently placed on the Pre-Qualified Consultant List, is expressly disqualified from preparing an IFE for any project listed in or arising from this solicitation. By submitting an SOQ, a firm is indicating its intent to compete for the projects described herein. Per AC 150/5100-14E, Section 2.13.1, Item 3, an IFE preparer must not have been on the pre-selection short-list for the project. Firms on this Pre-Qualified List meet that threshold and are therefore ineligible to serve as IFE preparers for any project during this contract term.

The County will issue a separate RFP for On-Call IFE Services to establish a qualified, independent IFE consultant. Firms wishing to provide IFE services should respond to that separate solicitation only.

Fee Proposals Fee proposals and hourly rate schedules shall not be submitted with the SOQ. For projects funded with FAA AIP grants, fees will be established through negotiation following selection, consistent with 49 U.S.C.

§47107(a)(17) and 2 CFR §200.320(d).

Each firm awarded an On-Call Professional Services Agreement will have a negotiated rate and compensation schedule established at the time of contract execution. As part of that process, the selected firms shall provide a clear and comprehensive fee schedule for the full five-year term (2026–2031), including: Hourly rates for all positions and classifications of personnel proposed, including sub-consultants.

Contract Engineering Services and AB 339 Compliance Under FAA Advisory Circular 150/5100-14E, Section 2.14, FAA prior written approval is required before an airport sponsor performs airport engineering work using its own personnel (force account). The County currently does not have staff with the requisite airport engineering qualifications and experience to perform design or construction oversight for AIP-funded projects using force account. Accordingly, the County will use contract-engineering services, consultants engaged through this RFQ, for all FAA-funded A/E work. This is consistent with FAA requirements and ensures all work is performed by qualified professionals with demonstrated airport experience.

California Assembly Bill 339 (effective January 1, 2026) requires public agencies to provide advance written notice to recognized employee organizations prior to issuing certain solicitations when services may overlap with work performed by represented employees. The County has completed the AB 339 Determination Tool for this RFQ. Based on that review, the A/E services solicited herein, which involve specialized planning, design, engineering, and professional technical services not typically performed by County classified staff, fall within the AB 339 exemption for services related to planning, design, oversight, or delivery of infrastructure and building projects. The completed determination has been retained in the procurement record consistent with County guidance.

Local Preference Consistent with County Board Policy on Professional Consulting Services, preference in consultant selection shall be given to consultants located in Ventura County or firms with fully staffed offices in Ventura County. This preference shall not apply where prohibited by the terms of FAA grants or where it would result in a lower standard of service.

Confidentiality SOQs will not be publicly opened. The County will maintain the confidentiality of SOQs to the extent permitted by law until the Pre-Qualified Consultant List is established.
