About this file

This document is an Addendum #2 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Traffic Engineering Construction and Operations Support Services for Small Business Enterprises. The RFP (#6000000744) is for a Call-In Program to provide traffic engineering services for redevelopment programs from 2022 through 2025, with proposals now due by 2:00 p.m. Eastern Time on February 1, 2022. The services will support traffic engineering needs across Port Authority facilities, potentially including Newark Liberty International, John F. Kennedy International, and LaGuardia Airports.

The RFP is specifically set aside for Small Business Enterprises (SBEs), with strict requirements for proposers including a minimum of five years of firm experience, two specialized employees, and Professional Engineers licensed in New York and/or New Jersey. Proposers must be Port Authority certified SBEs prior to the proposal due date, and are restricted to using only Port Authority certified Minority/Women-owned Business Enterprises (MBEs/WBEs) or Service Disabled Veteran-owned Business Enterprises (SDVOBs) as subconsultants. The Port Authority cannot anticipate the number of firms to be awarded or the total budget for the program, indicating flexibility in task order assignments and potential scope.

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Authority answers are provided for your information and use, as appropriate.

Answer #1: No, proposer requirements must be met by the Prime firm only with the exception to Proposer Requirement Number 1. See change to Proposer Requirement Number 1 above.

Question #2: In the RFP Letter, under Section I. Proposer Requirements, Number 2., can the professional licensed engineer who can practice in the State of New York and New Jersey be fulfilled by more than one person. In other words, can a proposer submit one professional licensed engineer who can practice in New York and another in New Jersey, and still meet the requirement?

Question #3: Is the scope of services limited to Port Authority airports or will services be for other facilities?

Answer #3: See the second paragraph of the Background section of the Attachment A (scope of services).

Answer #4: At a minimum, proposers must demonstrate that they meet the proposer requirements as stated in the RFP Letter, under Section I. Also, see changes/modifications to the proposer requirements above. It is your business decision how you intend to submit a proposal.

Question #5: Can a Port Authority certified Small Business Enterprise (SBE) firm who is also a Port Authority certified Minority/Women-owned Business Enterprise (M/WBE) firm self-satisfy/perform their respective portion of the M/WBE subconsultant goals listed? For example, if a vendor is a Port Authority certified MBE, they can self-perform the 20% subconsultant goal and do not need to subconsult that portion out.

Answer #5: A firm can meet and self-fulfil their relative M/WBE and SDVOB participation goals if they are Port Authority certified MBE, WBE and Service Disabled Veteran-owned Business Enterprise (SDVOB), subject to the approval by the Office of Diversity, Equity and Inclusion on a task order basis. Note that all firms are encouraged to use every good-faith effort to utilize subconsultants who are Port Authority certified MBEs, WBEs or SDVOBs to the maximum extent feasible.

Question #6: For this SBE set-aside RFP, can a proposer include non-certified (large) firms as part of their subconsult team?

Specific requirements shall be included in the task order requests. You are not required to identify LBEs at the time of proposal submission, but at a minimum you should explain how your firm intends to meet the requirement.
