About this file
This is Addendum No. 1 to Request for Quotation #25030 issued by Rochester Public Schools (ISD #535) in Minnesota for on-call carpentry and related minor construction services. The addendum, issued May 7, 2026, clarifies requirements for the time-and-materials contract and does not modify the original submission deadline of May 8, 2026 at 1:00 PM CST. All respondents must acknowledge receipt of this addendum in their Bonfire submission, with failure to do so potentially resulting in quote rejection. The scope of work includes carpentry and minor construction services assigned through the District's work order system, with the award intended for a single contractor to ensure consistent service and coordination.
The addendum provides critical pricing and billing clarifications that respondents must incorporate into their labor rate structures. Written estimates are required for work orders exceeding $5,000, though time spent on site visits, scoping, and estimate preparation is non-billable and must be factored into overall labor rates. The RFQ specifies only two labor classifications—Carpenter (Journeyman/Skilled) and General Laborer—with all costs, including foreman or superintendent oversight if required, reflected within these submitted rates. Additionally, all travel time, including trips to suppliers and material procurement, is non-billable; respondents must factor material handling and procurement costs into their material markup percentage. No additional labor charges for material handling will be permitted unless pre-approved in writing by the District.

QUESTIONS AND RESPONSES
Question 1: Estimates and Pre-Work Does the scope anticipate that we will provide estimates prior to performing work? If so, should time spent on site visits, scoping, and estimate preparation be included as billable under the T&M structure?
Response:
Written estimates are required for non-emergency work orders exceeding $5,000. For work orders at or below $5,000, the contractor may proceed upon receipt of an approved work order or direction from the Facilities Manager without submitting a formal written estimate, unless the District specifically requests one.
For work orders exceeding $5,000, the contractor must submit a written estimate that includes labor hours by classification, estimated materials, and total projected cost prior to District authorization.
Work may not proceed until written or verbal approval is provided by the Facilities Manager.
Time spent on site visits, scoping, and estimate preparation is not billable. Per Section 8.3, "preparation of estimates, quotations, or pricing proposals" and "administrative time" are explicitly excluded from billable charges. Respondents should factor these costs into their overall labor rate structure.
This addendum supersedes Section 7.1 of the RFQ with respect to estimate requirements and authorization procedures.
Question 2: Labor Classifications The RFQ requests Carpenter and Laborer rates. Would the District like us to include rates for Foreman or Superintendent roles, or does the District envision work being performed without that level of supervision?
Rochester Public Schools | ISD #535 RFQ #25030 – On-Call Carpentry and Related Minor Construction Services
Addendum No. 1 — Issued May 4, 2026 | RFQ #25030
Response:
The RFQ pricing structure includes two classifications only: Carpenter (Journeyman/Skilled) and General Laborer. Per Section 4 (Pricing), all costs must be fully represented within the submitted labor rates and markups. No additional cost categories will be considered, evaluated, or accepted.
If your firm requires foreman or superintendent oversight to perform this work, those costs must be reflected within your submitted Carpenter and/or General Laborer rates. Separate rates for supervisory roles will not be evaluated and cannot be added to the resulting contract.
Question 3: Travel and Material Handling Time Drive time is indicated as non-billable. How should respondents handle time associated with procuring materials, picking up and delivering materials to the site, and trips between supplier locations and the project site?
Response:
Travel time is non-billable under Section 8.3. This applies to all travel, including trips to suppliers, material pickup, and movement between locations.
Time associated with procuring and delivering materials is not separately billable as labor. Per Section 4 (Pricing), any cost not listed in the pricing structure is considered included in the contractor's submitted labor rates and/or approved markups. Respondents should factor material procurement and handling costs into the material markup percentage submitted in Section 4.
No additional labor charges for material handling will be permitted unless pre-approved in writing by the District.
NO CHANGES TO RFQ DOCUMENTS
This Addendum provides clarification only. No terms, conditions, specifications, pricing requirements, qualification criteria, or submission deadlines have been modified. All other RFQ provisions remain in full force and effect.
