About this file

This document is Addendum 2 for a Request for Proposals (RFP) issued by Monroe County, Florida, for a Native Habitat Restoration Project on County Conservation Lands. The addendum provides clarification on contract negotiation procedures for potential bidders, specifically addressing a question about the county's willingness to modify contract terms.

The key procedural detail is that Monroe County will not negotiate contract terms with bidders prior to contract award. Once a respondent is selected, the county may consider contract edits, but these must align with standard county terms and legal requirements. The addendum reinforces that the selected respondent must execute and return the contract within 15 days of notice of acceptance, or risk the contract being awarded to the second-ranked respondent. This addendum serves to provide transparent guidance on the proposal and contract execution process for the Native Habitat Restoration Project.

ADDENDUM 2

July 30, 2025

To all bidders of record on the Work titled:

REQUEST FOR PROPOSALS FOR

NATIVE HABITAT RESTORATION PROJECT ON MONROE COUNTY

CONSERVATION LANDS

MONROE COUNTY, FLORIDA

The information contained in this Addendum adds, modifies, supplements or replaces information contained in the RFP and is hereby made a part of the Contract Documents.

Question: Is the County willing to negotiate the terms and conditions of the contract included in the RFP?

Answer: The County will not negotiate contract terms with a party that has not been awarded the contract. Once a respondent has been awarded the contract, the County may consider edits to the contract proposed by that respondent. However, any edits must be consistent with standard

County terms and conditions, and with terms that are required by law. Pursuant to Section 1.19 of the RFP, an executed contract must be returned to the County within fifteen (15) days from the date of notice of acceptance of the respondent’s proposal. Failure to do so may result in award of the contract to the second-ranked respondent.
