About this file
This is Addendum 1 to the bidding documents for the Reeves County Senior Citizens Center Kitchen Expansion & Renovation project located at 505 South Park Street, Pecos, Texas. The addendum modifies the original Drawings, Specifications, Bidding and Contract Requirements, and General Requirements for the project, which involves expanding the existing commercial kitchen and adding a walk-in cooler, walk-in freezer, pantry, and renovating the adjacent senior activity hall. The addendum incorporates responses to Requests for Information (RFI) received on August 20, 2026, and includes revised architectural drawings. All bidders must acknowledge receipt of this addendum on the Bid Form; failure to do so may render the bid non-responsive. The addendum was issued on September 9, 2026, and is effective for all subsequent construction and bids.
The addendum provides critical clarifications regarding utility costs and contractor responsibilities. The Owner will pay directly for all utility connection charges, tap fees, meter fees, impact fees, and service upgrade charges assessed by Texas New Mexico Power and the City of Pecos for electrical, natural gas, domestic water, and sanitary sewer service upgrades; however, the Contractor remains responsible for all coordination with utility providers, scheduling, labor, materials, equipment, trenching, backfill, conduit, piping, permits, and inspection fees. Bidders must include in their Base Bid all costs associated with electrical service upgrades, gas meter and service replacement, water meter and service replacement, and sanitary sewer modifications, excluding only the utility charges paid by the Owner. Bidders are advised to account for utility provider scheduling and lead times in their proposed schedules, as this scheduling is outside the control of both the Contractor and Owner. RFI responses clarify that ABB panelboards are acceptable if they meet or exceed construction document requirements, and specify that temporary dust-tight barriers with gypsum board or fire-retardant-treated plywood on steel studs are required at interfaces between the work area and occupied portions of the building during construction.

RFI #2 – Temporary Structures
1. Question:
a. “Will any specific type of containment/dust wall be required while demolition of the area where the new addition takes place?”
2. Response:
a. The Owner will continue to occupy and operate the existing building throughout construction, except within the Area of Work indicated on the Drawings. Provide temporary dust-tight barriers at all interfaces between the work area and occupied portions of the building. Barriers shall be full height, from floor to the underside of the structure above, with gypsum board or fire-retardant-treated plywood on steel studs;
joints taped and sealed; and self-closing temporary doors at required access points, with walk-off matting. Maintain existing means of egress, fire alarm and sprinkler coverage, and required fire-resistance-rated separations at all times, or provide temporary equivalents acceptable to the AHJ. Isolate HVAC serving occupied areas from the work area and seal all duct openings and penetrations. Maintain and relocate barriers as required by the construction phasing at no additional cost to the Owner.
