About this file
This is Addendum No. 1 to Invitation to Bid No. 26-013 issued by the Jackson County, Missouri Purchasing Department on April 3, 2026, for three pedal boats for use as rentals at marinas by the Parks and Recreation Department. The addendum addresses a bidder inquiry regarding alternative hull materials to the originally specified durable commercial-grade rigid fiberglass frame outlined in Section 5.1.1 of the ITB. The bidder proposed marine-grade aluminum alloy hulls as a substitute, citing advantages including a lifetime warranty (compared to the requested two-year warranty), competitive pricing comparable to fiberglass models, and superior impact resistance with lower maintenance requirements for high-traffic marina rental environments. The response deadline for proposals remains 2:00 PM CDT on May 5, 2026, with the deadline for submitting questions extended to 5:00 PM CDT on April 28, 2026.
The Jackson County Parks and Recreation Department has determined that it will consider and evaluate pedal boats with aluminum hulls as compliant alternatives to the fiberglass specification, provided bidders submit details in the Alternate Manufacturer/Model Number section of the Bidders Quotation Sheet and include a separate descriptive sheet detailing the boat's features. This decision aligns with Section 5.7 of the ITB, which permits consideration of comparable alternatives and specifies that brand name references establish minimum acceptable quality levels rather than exclusive requirements. Bidders must submit proposals electronically through the Bonfire Portal in accordance with the specified deadlines.

INVITATION TO BID NO. 26-013
ADDENDUM NO. 1
ISSUED: 4/3/2026
This Addendum hereby changes, modifies, and amends the previously issued Request for Proposal as follows:
Answers to questions received as of 4/2/2026.
Question 1:
We are interested in submitting a bid for Invitation to Bid No. 26-013: Three (3) Pedal Boats for Use as Rentals at Marinas.
Regarding the specifications outlined in Section 5.1.1, which currently call for a "durable commercial grade ridged fiberglass frame", we would like to inquire if the County will consider an alternative hull material.
We represent a manufacturer that produces commercial pedal boats with marine-grade aluminum alloy hulls. We believe this alternative offers several advantages that align with the County’s requirements for rental use:
• Durability and Warranty: Unlike the requested two-year warranty, our aluminum hulls come with a lifetime warranty, offering superior long-term value for high-traffic marina rentals.
• Pricing: We can offer a highly competitive price point that is comparable to the fiberglass models specified.
• Maintenance: Marine-grade aluminum provides excellent impact resistance and lower long-term maintenance needs in a rental environment compared to fiberglass.
Per Section 5.7 of the ITB, which states that "comparable alternatives will be considered" and that brand names indicate a "minimum acceptable level or minimum quality required", could you please confirm if a marine-grade aluminum hull would be viewed as a compliant equivalent to the fiberglass specification?
If this alternative is acceptable, we will provide the required manufacturer name, model number, and descriptive literature for a thorough evaluation as part of our electronic submission through the Bonfire Portal.
Answer:
