RFP P26132 FNS Frozen Treats - Cobb County School District

This is a Request for Proposal (RFP) issued by the Cobb County School District (CCSD) in Marietta, Georgia, seeking qualified vendors to supply frozen treats on an as-needed basis for the Food and Nutrition Services (FNS) department. All frozen treats must comply with USDA Smart Snack Standards and be delivered to approximately 60 elementary schools, 20 middle schools, 17 high schools, and various special schools and facilities throughout the district. The RFP was issued on May 13, 2026, with a deadline for written questions on May 27, 2026, at 11:00 AM ET. Samples of all proposed products (12 units per item) must be submitted by June 15, 2026, at 3:00 PM ET to the FNS Senior Buyer. Proposal responses must be submitted through the CCSD Euna Procurement Portal by June 15, 2026, at 3:00 PM ET, with evaluation occurring in June 2026 and contract award expected in July 2026. The contract will be effective July 1, 2026, with an initial one-year term renewable for four additional one-year periods for a potential total of five years.

Estimated annual expenditures for this contract are approximately $525,000. Pricing must include inside delivery to all schools with no additional charges permitted, remain firm for one year from the award date, and be submitted on the required Cost Proposal Form. Vendors must provide pricing for all proposed items and may provide a fee structure for additional related items using formats such as percentage discounts below MSRP or cost-plus markup. Pricing will be evaluated using a competitive formula where the lowest price receives full points and other proposals are scored proportionally. The evaluation criteria allocate 250 points to non-cost factors (taste testing at 150 points, vendor experience at 10 points, ordering and delivery at 70 points, and invoicing at 20 points) and 250 points to cost, with only proposals scoring at least 175 non-cost points eligible for cost evaluation. Vendors must demonstrate compliance with HACCP guidelines, maintain minimum insurance coverage including $1 million commercial general liability and $1 million commercial auto liability, and provide proof of insurance within five business days of award notification. Award may be made to multiple vendors, and all purchases are on an as-needed basis with no guaranteed quantities.

The committee will evaluate the quality and completeness of each response as it addresses each requirement of the RFP. All non-cost-related areas of the response are evaluated during this phase. A list of areas being reviewed for this specific RFP, along with the associated point values is included in the Evaluation Criteria below. The committee may in its sole discretion and in the course of the evaluation request presentation(s)/demonstration(s) with one or more selected vendors. 3.4.13 At the time of delivery, the product should show no evidence of defrosting, refreezing, or freezer deterioration. Product showing presence of deviations from the requirements will cause rejection or request for pickup of the product or delivery involved.

6.2 Quantities/amounts shown in the RFP are estimates. Vendors are advised that the actual number purchased/required may vary from those in the RFP, depending upon the needs of CCSD and the availability of funds.

6.3 Responses that contain minimum order amounts will not be accepted unless called for in the solicitation document.

6.4 Pricing must be submitted on the Cost Proposal Form(s) as requested without conditions unless called for in the solicitation document.
